Complete Guide to Exporting Cars from China to Egypt: Documentation, Customs, and Dual Clearance (DDP) Explained

Plan the next buying step

Check the current destination route before ordering. This earlier article provides background. For a China-market EV, use Egypt EV import requirements and its official references; confirm the actual importer, vehicle age, steering, powertrain and approval route with the destination agent.

Keep the shipment scope explicit with the customs clearance and vehicle approval checklist. Have the destination assess the actual vehicle specification and approval route separately from customs release before scheduling road use.

Request a destination-specific sourcing and shipping quotation with the product identity, quantity and delivery scope.

Driven by skyrocketing demand for fuel-efficient and electric vehicles. Egypt, as one of North Africa’s fastest growing economies, has seen an explosion of automotive consumption. With trade barriers increasing and customs clearance toughening, if the China Cars want to export to the Egypt market, it should have a clear awareness of the Chinese export policy and the Egypt import policy. This ebook walks through the whole end-to-end dual clearance (DDP) process, from how documents are prepared and how shipping is managed, to an overview of the taxation and how exporters can manage risk with DDP.

1. Understanding Egypt’s Automotive Import Framework

Egypt is an emerging automotive market and its government is keen to modernize its car fleet. However, the country has a complicated system of customs and import rules intended to preserve local industries and guarantee environmental standards.

Egypt implemented in 2021 the Advanced Cargo Information (ACI) system on all incoming goods, which must be registered with an ACID (Advance Cargo Information Declaration) number before departure of the vessel. This alone has left many exporters unprepared, leading to shipment delays and rejections by customs agents.

HR 2071, In addition, it requires local certifications including Certificate of Inspection (COI) plus compliance to environmental and emissions standard as Euro IV and up. Only vehicles less than 5 years’ old are permitted and no right-hand-drive vehicle can be accepted.

2. Pre-Shipment Requirements in China

A. Vehicle Eligibility and Certification

Before a vehicle can be legally exported to Egypt, it must meet the following criteria:

  • Euro IV or above emissions compliance

  • Manufacture year within the last 5 years

  • Left-hand drive configuration (right-hand drive vehicles are prohibited)

B. Essential Export Documentation

All documents must be complete, consistent, and translated (Arabic translation required for some documents in Egypt). Exporters should prepare:

  • Commercial Invoice – with precise details (FOB/CIF price, model, VIN)

  • Packing List – including vehicle dimensions, color, VIN, and engine number

  • Certificate of Origin (COO) – issued by CCPIT or local Customs

  • Certificate of Inspection (COI) – issued by an accredited body such as SGS or BV

  • Vehicle Compliance Certificate / COC – certifying safety and emissions compliance

  • Export License – especially required for second-hand or special vehicles

  • Bill of Lading (B/L) – issued after loading, required for customs clearance

3. Shipping and Insurance Strategy

Shipping Methods:

  • Ro-Ro (Roll-on/Roll-off): Cost-effective and ideal for bulk transport of complete vehicles. However, increased risk of minor damage makes it better suited for second-hand or utility vehicles.

  • Containerized Shipping (FCL): Recommended for new, high-end, or modified vehicles. Offers better protection and supports documentation like shipping insurance and packing proofs.

Shipping Duration:

  • Shanghai/Tianjin to Alexandria/Sokhna: Approximately 30–40 days, with potential delays at the Suez Canal or during customs inspections.

Insurance:

Under CIF terms, exporters must purchase marine cargo insurance, typically at 110% of the vehicle’s invoice value. Coverage should include war risk and port congestion delays, both of which are relevant for shipments to Egyptian ports.

4. Egypt-Side Import and Customs Clearance (DDP)

A. ACID Registration & Pre-Arrival Submission

Egypt mandates that all cargo be registered in the NAFEZA system with an ACID number before the goods depart the origin country. Your Egyptian importer must:

  • Register with NAFEZA and obtain an ACID number

  • Share the ACID with the exporter, who must print it on all shipping documents

B. Customs Declaration & Document Submission

Upon vessel arrival, your local agent in Egypt must submit the following to Customs:

  • Original Bill of Lading

  • Commercial Invoice (in Arabic & English)

  • Packing List

  • COO

  • COI Certificate (SGS/BV certified)

  • ACID Certificate printout

  • Import License of the buyer

  • Translated and notarized documents as required

Failure to provide any of these in a timely manner could result in shipment holds or financial penalties.

C. Duties and Taxation

  • Customs Duty: Ranges from 40% to 135%, depending on engine capacity and vehicle type

  • Value Added Tax (VAT): Standard rate of 14%

  • Development Fee: Typically 3–5%

  • EV/Hybrid Incentives: Egypt offers partial duty exemptions on electric vehicles and plug-in hybrids as part of its push to decarbonize transport

Note: Used cars must pass additional inspections and face stricter criteria. Most exporters focus on new or nearly new vehicles to reduce clearance risk.

5. Last-Mile Delivery and Registration

After clearing customs:

  • The consignee must pick up the vehicle within 3 days to avoid demurrage

  • Vehicles are then sent for mechanical inspection and registration under Egyptian traffic authority regulations

  • All cars must have translated owner manuals, Arabic language dash warnings, and conformity to Egyptian safety labelling laws

6. Common Pitfalls and How to Avoid Them

RiskMitigation
Missing ACID number before departureAlways register ACID early; shipments without ACID are rejected automatically
Low invoice declarationEgypt uses a customs reference value database—under-declaring prices can lead to fines or seizure
Lack of insuranceCIF coverage must be well-defined and include political risk
Poor choice of clearing agentUse agents with experience in the Egyptian port of destination and valid license for customs clearance
Expired or incorrect COIMust be issued within 90 days prior to shipment, by SGS/BV-approved facility
