Import Electric Cars from China to Egypt: 2026 ACID, Nafeza and Importer Eligibility Guide

Reviewed 9 October 2026. Importing an electric car from China into Egypt requires an eligible importer, an admissible vehicle, advance shipment information and a registration-ready technical file. These are separate checks. An ACID number identifies a shipment; it does not by itself approve a model, grant a tax exemption or establish the buyer’s right to import for resale.

Background: choose the import route before choosing the car

A dealer buying several vehicles for sale and an individual importing a personal car do not follow interchangeable rules. Identify the Egyptian importer of record at the start, including whether the transaction is commercial, personal or covered by a specific approved scheme. Ask that importer to confirm the current age, model-year and condition requirements for the proposed vehicle. Do not rely on an old announcement about used electric cars as permission for a particular shipment in 2026.

For commercial purchases, establish the business’s import-registration and customs-dealing eligibility before ordering. GOEIC publishes importer-register procedures separately from exporter registration. A Chinese seller’s export documents do not replace the Egyptian buyer’s registrations. For a fleet proposal, arrange this check before spending time on colour and optional equipment: the importer’s legal route determines which documents and approvals the supplier must obtain.

Personal-import policy: the five-year restriction needs its correct scope

Egyptian Customs Import Circular 22/2025, dated 19 August 2025, clarifies Decision 319/2024. It applies the personal-use conditions to ordinary individuals and persons with disabilities; commercial imports follow a separate framework. It explains that the five-year period is counted from the commencement of Decision 319/2024, and that persons with disabilities have a one-car entitlement in each five-year period, whether the vehicle is adapted or unadapted. It also distinguishes identity documents for residents in Egypt from passports for Egyptians abroad.

Import Circular 34/2025, dated 6 December 2025, subsequently confines Decision 319/2024 to passenger cars, distinguishing them from vehicles intended for off-road activities such as golf cars. A passenger BEV is therefore not outside the personal-import framework merely because it uses an electric motor. A buyer should have Customs confirm previous imports, identity and financial-document requirements under the applicable route before any payment commitment.

Taxes: customs duty and VAT are different questions

Egyptian Customs’ published Tax Circular 53/2019 expressly distinguishes battery-only electric cars from vehicles combining combustion and electric propulsion. Its BEV treatment specifies 14% VAT and exemption from the passenger-car schedule tax. This is important when evaluating a claim that an electric car is “tax free”: a customs-duty concession is not automatically a VAT exemption.

The cited circular is an identified historical tax instruction, not a substitute for a shipment-date assessment. Obtain the current tariff code, customs valuation, VAT base and any other applicable charges from the Egyptian broker. Require separate lines for duty, VAT, other government charges, port costs and the broker’s service fee. A PHEV or range-extender must be classified from its actual technical design; the presence of a battery does not make it a battery-only electric car.

Sea freight: complete Nafeza ACI before loading

Egyptian Customs states that mandatory sea-freight ACI began on 1 October 2021 and requires shipment information and documents at least 48 hours before loading. The Egyptian importer requests ACID through Nafeza, supplying foreign-exporter details, cargo classification and description, value, quantities, invoice information and preliminary transport details. The number is then communicated to the parties. Arrange the timetable with the carrier instead of expecting a port arrival to cure a missing pre-loading filing.

  1. Agree the importer and foreign-exporter identities and registration numbers.
  2. Prepare the commercial specification, invoice and transport data consistently.
  3. Have the importer obtain ACID through the live Nafeza service.
  4. Coordinate the exporter’s document transmission through the required CargoX workflow.
  5. Check ACID and the required importer/exporter identifiers on shipment documents before the carrier loads.
  6. Keep the final documents available for declaration, examination, assessment and release after arrival.

For a changed seller, consignee, vessel arrangement or invoice, have the Egyptian agent determine the necessary correction before shipment. An email saying “documents sent” is less useful than confirmation that the correct filing has been accepted against the intended shipment.

Document and technical-compliance checklist

Nafeza’s ACI document page lists a commercial invoice in PDF and its structured Excel format, a packing list, a bill-of-lading copy and a certificate of origin. It specifies a maximum 5 MB per uploaded document and notes that additional documents depend on the cargo. The electronic BL copy is distinct from any original document needed to obtain carrier delivery.

For the vehicle, prepare a VIN-linked factory specification, production information, battery and motor details, ownership records where relevant and the conformity evidence accepted for the chosen route. GOEIC’s vehicle-related technical framework includes E-mark requirements under Decision 540/2014. Have the importer identify the applicable approvals for this precise model and equipment; a China-market certificate or a badge photograph should not be assumed to satisfy Egyptian compliance.

Make the landed-cost and charging plan practical

Before reserving stock, compare the complete vehicle and documentation scope. Confirm both charging inlets, onboard AC capability, the intended local charger and the supply available at the parking location. Agree how software accounts, diagnostic access, spare parts and warranty work will be handled in Egypt. Record the actual offered car in a pre-shipment inspection, including VIN, visible condition and a practical charging check.

For shipping, separate freight and insurance from destination handling, storage, clearance, registration and charger installation. Keep a contingency for an examination or document correction. An attractive China retail price is only one component of the import budget.

Continue planning your China EV import

Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Egypt enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.

Comparing destinations? Read the separate guides for Tunisia, Morocco. Their tax and registration rules apply to those markets and must not be carried over to Egypt.

Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.

Request a China-to-Egypt sourcing quotation

Send the model and exact grade, new or used condition, quantity, Egyptian importer’s route and destination port. Include the conformity documents your local agent has confirmed and the proposed charging arrangement. Request an itemized vehicle, inspection and export-logistics quotation →. Confirm Egyptian admission and registration requirements before purchasing; the quotation should identify the documents the supplier will provide and who completes each local step.
