Reviewed 9 October 2026. A China-to-Tunisia EV purchase needs two separate decisions: which import route permits the transaction, and which fiscal treatment applies to the vehicle. Tunisia’s 2026 Finance Law changes the treatment of externally rechargeable hybrids and charging equipment, but a favourable tax rate does not remove the need for import eligibility, technical reception and registration.
Background: identify commercial, resident-family or returning-resident status
Start with the buyer’s legal status and intended use. A business importing for resale, a Tunisian resident seeking a specific family concession and a returning resident using FCR cannot simply choose whichever tax description is cheapest. Ask the local importer and bank to confirm the authorized route and payment arrangement before placing an order in China. Record whether the vehicle is new, previously registered or used and keep that description consistent throughout the transaction.
For an independently sourced China-market model, technical acceptance deserves an early decision. Obtain the manufacturer specification and ask the Tunisian registration authority which reception documents it accepts for that model. The fact that a brand has a local distributor does not establish that every China-only battery, software or drivetrain version is already approved.
2026 tax policy: distinguish BEVs, plug-in hybrids and chargers
The Tunisian Customs tariff page for code 87038010905 describes new electric passenger vehicles and displays 7% VAT. Treat this as a tariff-line reference, not a total landed-tax percentage: valuation, the other lines in the assessment and the importer’s regime still matter.
Article 47 of Finance Law 2025-17, dated 12 December 2025 for the 2026 year, exempts specified externally rechargeable hybrid passenger and mixed-use vehicles from consumption duty and extends the reduced-VAT category to those vehicles. It also changes selected tariff and related tax provisions. The legal distinction is external electrical recharging: a conventional hybrid is not automatically a plug-in hybrid.
The same article sets 10% customs duty and 7% VAT for qualifying charging equipment under 85044055003 and Ex 853710 through 31 December 2028. These are charger provisions; do not apply the charger’s 10% duty to a complete car. Request separate classifications and assessments if vehicles and chargers travel together.
Resident-family and FCR concessions require separate eligibility
Article 55 of the 2026 Finance Law establishes a one-time resident-family benefit with conditions including vehicle age, income eligibility and a five-year prohibition on sale. It is a specific concession with implementation requirements, rather than a general authorization for any buyer to import any used car.
Returning-resident FCR status is a different regime. Tunisian Customs’ updated special-series regularization calculator describes a measure under Article 80 of the 2025 Finance Law for qualifying vehicles carrying RS plates after a prior full FCR exemption. Its conditions and calculation do not establish the tax bill for a new ordinary import. Ask Customs to identify the exact approval and any resale or special-registration restriction before the seller invoices the transaction.
If someone offers to “use another person’s exemption,” stop the commercial process until the legal purchaser, importer, owner and intended use are consistent. The procurement contract should state whose name appears on the documents and whether transfer restrictions affect the vehicle. A concession-dependent order should have a clear condition for eligibility confirmation.
Import procedure: agree the sequence before paying
- Confirm the route. Have the Tunisian importer establish eligibility, any required authorization and the banking arrangements for the chosen purchase.
- Confirm the model. Send the exact grade, powertrain, condition, production information and manufacturer documentation for a reception and registration check.
- Obtain a written assessment. Ask the broker for the national tariff line, valuation method, tax bases and charges, including the effect of any approved concession.
- Approve the export file. Match buyer, seller, vehicle identifiers, price, transport arrangement and origin across the documents before booking shipment.
- Declare and clear. Follow the Customs formalities for the approved regime and retain the declaration, payment evidence and registration-related customs attestation.
- Complete technical reception and registration. Use the authority’s accepted documents for the actual vehicle rather than assuming customs release is the final road-use approval.
This sequence is a procurement control: obtain the local admission decision before committing to a vehicle that may require unavailable technical evidence. Ask each party to name the next required document and the person responsible for obtaining it.
Registration documents: the Transport Ministry checklist
Tunisia’s Ministry of Transport lists an ATTT registration application, proof of legal ownership, the vehicle description, a reception report, a conformity certificate where reception is by type, and the original Customs attestation for registration in a Tunisian series. Its checklist also includes the applicable tax-declaration receipt and payment or exemption evidence. Additional documents depend on vehicle category and special series.
For a previously registered vehicle, verify the treatment of its foreign registration certificate and identification inspection with ATTT. Preserve the original ownership and registration records in the export file. For a new China-market variant, request an early decision on the reception route and document acceptability. A generic specification downloaded for another drivetrain may omit the mass, motor or battery information needed for the offered car.
Charging, inspection and landed-cost planning
Plan the charger with the car. Obtain clear photographs of both inlets, the onboard AC rating and the supplied charging cable. Have a qualified local installer check the parking location, electrical capacity and protective equipment. Confirm that any DC charging solution proposed by the seller can communicate with the actual vehicle; a simple connector description does not demonstrate a working charging session.
Arrange a pre-shipment inspection covering VIN, condition, factory grade, charging and the agreed accessories. For used cars, request battery-condition evidence and identify how it was measured. Document software-account access and the service arrangement in Tunisia instead of treating a domestic warranty advertisement as an overseas warranty contract.
Budget the vehicle, freight, insurance, customs assessment, port handling, agent fees, technical reception, registration and charging installation separately. Specify who bears storage costs if a document or reception issue delays release. Compare offers on the same delivered scope and importer regime.
Continue planning your China EV import
Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Tunisia enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.
Comparing destinations? Read the separate guides for Algeria, Morocco. Their tax and registration rules apply to those markets and must not be carried over to Tunisia.
Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.
Request a China-to-Tunisia EV quotation
Send the exact model and powertrain, new or used condition, quantity, port and the import regime approved by your Tunisian agent. Include the technical documents required by ATTT and whether a charger is part of the shipment. Request a vehicle, inspection and export-logistics quotation →. Ask for an itemized scope with shipping and destination charges clearly identified.
