Reviewed 9 October 2026. Algeria has different routes for ordinary resident personal used-car imports and for qualifying Algerian citizens returning permanently from abroad under a change-of-residence certificate, or CCR. The 2026 Finance Law changes the CCR vehicle rules. It does not turn the ordinary resident route into an unrestricted five-year import allowance.
Background: choose the legal route before choosing the car
An electric drivetrain alone does not establish import eligibility. Start with the owner’s residence status, purpose of import and vehicle history. An individual importing a used car for personal use, a returning citizen transferring a household and a business buying vehicles for resale should not share an identical paperwork checklist.
Put the intended route in the enquiry sent to the exporter. Ask the Algerian customs adviser to approve that route and identify the documents needed from China. This is particularly important for a car bought in a country different from the returning citizen’s country of residence. Do not pay first and try to fit the transaction into a concession afterwards.
Ordinary resident personal imports: the three-year framework
Executive Decree 23-74 governs qualifying resident individuals’ used-vehicle imports for personal use, using their own foreign currency, once every three years. Its passenger category covers electric, petrol and petrol-electric hybrid vehicles with up to nine seats including the driver. The age must not exceed three years between first circulation and the declaration for release for consumption.
The decree requires satisfactory operating condition and conformity review by an approved expert; a non-compliant car must be re-exported at the importer’s expense. Its temporary circulation document is valid for one non-renewable month. That temporary document should not be confused with permanent registration.
The listed clearance file includes identity and residence evidence, foreign registration or equivalent, invoice or purchase contract, an operating-condition certificate issued less than three months earlier by an authorized body in the registration country, and the local conformity report.
Plan the age calculation using the relevant administrative dates. A vehicle advertised as a “2024 model” may have an earlier first-registration date; the model year alone is not the evidence required. Leave enough time for transport and declaration. Ask who will arrange the condition certificate and whether the issuing body is acceptable before purchasing a used vehicle in China.
2026 CCR changes: returning permanently from abroad
Article 127 of the 2026 Finance Law amends Article 202 of the Customs Code for qualifying definitive-return CCR imports. It permits one passenger vehicle that is electric, petrol or petrol-electric hybrid; the petrol engine limit is 1,800 cm³. The vehicle may be new or less than five years old at introduction into the customs territory. The provision separately covers specified utility vehicles, with a maximum loaded weight of 5.950 tonnes, and registrable two-wheelers.
The same Finance Law’s vehicle-tax amendment exempts electric and hybrid vehicles from the annual vignette. That annual tax treatment is separate from the customs treatment of an ordinary resident import. It should not be advertised as a blanket exemption from every import tax, registration cost or fee.
The Algerian Embassy’s 2026 CCR notice explains the definitive-return and consular-registration context. It states a combined concession value ceiling for personal effects and the vehicle: DZD 8 million for students and trainees, and DZD 10 million for other citizens. Diesel vehicles are outside the current listed CCR powertrains. Applicants should obtain the correct instructions from the consulate responsible for their own place of residence; a US consular notice is not a China-specific application form.
| Route decision | Question to resolve in writing |
|---|---|
| Resident personal used-car import | Does the owner qualify, and can the required age, currency and condition evidence be supplied? |
| Definitive-return CCR | Has the relevant consulate approved the household-transfer file and the proposed vehicle within the concession? |
| Commercial purchase or resale | Which authorized importer and commercial approvals cover the transaction? |
Documents: build a route-specific file
Use a document index rather than a folder of unrelated screenshots. Identify which document proves ownership, which proves the first circulation date, which records technical characteristics and which establishes the importer’s eligibility. Make sure the VIN and owner identity reconcile across these records.
For a CCR enquiry, ask the consulate and customs agent how the vehicle purchase will be recorded alongside the household effects, how the value ceiling is calculated and what originals are needed. Obtain instructions on currencies, translations and document authentication where applicable. Do not assume that a generic export invoice replaces consular authorization.
For the resident used-car route, organize the condition evidence before transport and agree how the local expert appointment will be handled after arrival. Ask the agent to identify the accepted foreign registration equivalent and issuing body for the particular car. If the requested document cannot be obtained, change the procurement plan while the car is still in China.
Technical inspection: evaluate the battery as well as the body
A used EV inspection should identify accident damage, structural repairs, water exposure, underbody impacts and battery enclosure damage. Record warning lights, charging function and any accessible diagnostic information. Ask the inspector to explain the limitations of a reported battery-health figure rather than presenting it as a guarantee of remaining life.
Set rejection criteria in the purchase agreement: unresolved safety faults, inconsistent vehicle identity, material undocumented damage or charging failure. Agree who pays for further testing and how a rejected vehicle is handled before shipment. The re-export exposure makes this pre-shipment decision especially valuable.
Confirm the exact charging interfaces and a realistic home or depot charging arrangement in Algeria. Budget for an installation reviewed by a qualified local electrician. A foreign-market connected application, navigation package or manufacturer warranty may have geographic limitations; obtain a clear written statement of the support actually included in the export sale.
Recommended order of work
- Confirm the owner’s route: resident personal use, approved CCR definitive return or commercial import through the appropriate authorized party.
- Approve the proposed car: review age evidence, powertrain, seats, weight where relevant, value and the technical-document file.
- Obtain required documents: collect the applicable consular or resident-import evidence and approve the China-side invoice and export descriptions.
- Inspect and book: approve the actual VIN, condition, charging and supplied equipment before arranging transport.
- Complete local formalities: schedule customs assessment, technical review, release, insurance and permanent road registration, keeping temporary movement authorization separate.
Ask for an itemized landed-cost assessment identifying the applicable legal relief and the costs outside it. This guide does not assign an unverified universal BEV import-tax discount. A concession should appear with its legal basis and eligibility conditions, rather than as a percentage copied from an old commercial article.
Continue planning your China EV import
Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Algeria enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.
Comparing destinations? Read the separate guides for Morocco, Tunisia. Their tax and registration rules apply to those markets and must not be carried over to Algeria.
Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.
Request an Algeria-specific sourcing proposal
Send the proposed import route, vehicle age requirement, model, powertrain, quantity and destination port. We can prepare an exact vehicle specification, pre-shipment inspection proposal and transport scope for your consulate or customs adviser to review. Request a China-to-Algeria EV quotation →
