Import Electric Cars from China to Morocco: 2026 VAT, PortNet, Homologation and Registration Guide

Reviewed 9 October 2026. Morocco’s treatment of electric vehicles must be read across customs, VAT, vehicle taxation and road approval. The annual vehicle-tax exemption for EVs is not a general import-VAT exemption. Before ordering a China-market car, confirm the exact customs line and the approval route that will allow the allocated vehicle to be registered.

Background: evaluate a registrable and serviceable specification

Choose the vehicle around the intended operation: private ownership, commercial resale or a managed fleet. Define passenger capacity, daily distance, parking arrangements and service support. A model sold in China may differ from a similarly named version sold through a Moroccan dealer in lighting, charging interface, equipment and approval records.

Ask the importer to review the original factory specification rather than the brand name alone. Record the manufacturer model code, powertrain, dimensions, seats, permitted mass, charging inlets and production date. If a local version exists, request confirmation that the proposed China specification is actually covered by the applicable approval. Similar exterior styling is insufficient evidence.

2026 tax position: distinguish import VAT from annual vehicle tax

Article 121 of the 2026 General Tax Code provides the standard 20% import VAT rate. The import VAT base includes customs value and applicable import duties and taxes, excluding VAT itself. Article 260 lists electric and hybrid vehicles among the exemptions from the annual special vehicle tax, commonly called the vignette.

The Code also exempts electric and hybrid vehicles from the proportional registration duty linked to vehicle value. This should not be read as eliminating every fixed stamp, administrative payment, approval charge or registration expense. Ask the adviser to separate the exempt tax from the other items in the registration budget.

Cost or decision How to assess it
Customs import duty Obtain the full national tariff line and China-origin treatment for the actual vehicle.
Import VAT Apply the verified legal rate to the proper assessment base, with any claimed exception documented.
Annual vehicle tax Keep the electric/hybrid exemption distinct from import taxes.
Approval and registration Quote the applicable procedure and remaining fees separately.

This guide does not substitute an unverified universal customs-duty percentage for an ADII assessment. Have the broker identify the exact tariff classification, origin documentation and any applicable measure. A car assembled in China does not gain a trade-agreement preference merely because the brand is European.

Keep freight and insurance evidence with the invoice. Ask the broker to show the customs value, duty base and VAT base on its estimate. In a commercial fleet comparison, clarify whether recoverable VAT is being shown as a cash-flow requirement or a final cost; that accounting treatment depends on the purchaser and should be confirmed by its Moroccan tax adviser.

PortNet import title: arrange the first formalities correctly

PortNet describes the import title as the first import formality. An import undertaking, or engagement d’importation, covers freely importable goods; an import licence applies where authorization is required. The platform supports processing with the bank and relevant authorities. Confirm which title applies to the vehicle transaction and organize bank domiciliation where required.

The import title is not a substitute for customs release or road approval. Decide who enters the title, which company or individual is the importer, and how the payment will be documented. Have the bank and broker review the pro forma information before issuing final shipping documents.

Prepare one agreed set of transaction data: legal names, addresses, currency, quantities, product description, delivery term and transport route. When the allocated VIN becomes available, add it to the vehicle schedule. If the contract allows substitutions, require the importer’s technical approval before changing the car; the replacement may need different approval evidence.

NARSA approval: confirm the route before loading

NARSA’s published guidance distinguishes approval by type from individual reception, or RTI. It describes type approval for models introduced by manufacturers and dealers, and individual reception for imported vehicles previously registered abroad and cleared by their owners. Obtain NARSA’s current position for your exact case, especially a new China-market vehicle without an established Moroccan type approval.

Do not assume that every private new-car import is automatically admitted to the same RTI process as a used foreign-registered car. Ask which technical records, identification documents, tests and appointments apply. A Chinese domestic certificate or a European-looking badge does not by itself establish Moroccan road approval.

As a procurement recommendation, make registration feasibility a purchase condition. Send the adviser the technical sheet, identification-plate sample and proposed ownership documents before paying a non-refundable balance. If the evidence cannot support a clear route, source an acceptable configuration while the purchase remains changeable.

Customs release and registration documents

NARSA’s registration guidance includes customs-clearance evidence for an imported vehicle. The record should support registration in the correct owner’s name. Confirm the applicable original or certified vehicle documents and the approval evidence required for the chosen new or used route; do not treat a shipping invoice as a complete carte grise file.

Maintain a handover checklist with the invoice, export and transport documents, customs release, technical approval records, insurance and registration papers. Mark which originals stay with the buyer and which are submitted to an authority. For a company purchase, reconcile the owner and importer identities before dispatch rather than trying to correct them at the registration stage.

For a used EV, ask the broker and approval adviser to confirm age eligibility from the relevant dates and evidence before purchase. Do not choose an older unit solely because an online calculator returns a tax estimate. Fiscal valuation and legal admission are different decisions.

Inspection, charging and destination support

Include the vehicle’s lighting and identification records in the inspection scope, alongside body condition, tyres, safety warnings and supplied equipment. For a used car, add battery diagnostics, charging tests and checks for structural or water damage. Store photographs against the VIN so the receiving team can compare the delivered unit with the inspected car.

Confirm the precise AC and DC interfaces against the intended charger. A connector adapter alone may not resolve charging communications or power limits. Have a local installer assess the electrical supply and charger installation before a multi-car order. Ask who supplies software support, diagnosis tools and critical replacement parts after delivery.

Continue planning your China EV import

Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Morocco enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.

Comparing destinations? Read the separate guides for Algeria, Tunisia. Their tax and registration rules apply to those markets and must not be carried over to Morocco.

Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.

Recommended sequence and export enquiry

  1. Approve eligibility and ownership: choose the importer, new or used route and intended use.
  2. Resolve approval: obtain the applicable type-approval or individual-review instructions for the exact configuration.
  3. Approve cost and payment: get the national tariff assessment, VAT calculation and PortNet/bank instructions.
  4. Inspect and ship: verify the allocated vehicle and reconcile invoice, VIN schedule and transport records.
  5. Complete destination formalities: clear Customs, complete the required technical process, arrange insurance and obtain road registration.

Send us the model, original factory grade, quantity, new or used preference and Moroccan destination. We can prepare a specification and an itemized proposal covering inspection, China-side documents and shipping for your importer’s review. Request a China-to-Morocco EV quotation →
