Import Electric Cars from China to Togo: 2026 Tax Incentives, Lomé Clearance and Registration Guide

Reviewed 9 October 2026. Togo’s enacted 2026 Finance Law provides substantial incentives for eligible new electric and hybrid vehicles. Buyers should read the mechanism carefully: a customs-value abatement is different from changing a tariff rate, and an annual incentive is different from a permanent exemption. For an EV landed at Lomé, also distinguish registration in Togo from transit to another country.

Background: Lomé destination or regional transit?

Define the final destination before obtaining freight offers. A buyer importing for local use needs Togolese clearance and road registration. A vehicle moving through Lomé toward another jurisdiction needs a transit plan approved by the agents responsible for that route. These transactions can involve different documents, security arrangements and responsibilities.

The destination country’s vehicle eligibility and taxes remain relevant to a transit car. A Togolese incentive should not be described as eliminating taxes when the vehicle is subsequently imported elsewhere. Put the final country and delivery point on the purchasing instructions, and ask the logistics provider to state where its responsibility ends.

What the enacted 2026 vehicle incentive actually provides

Articles 8 and 9 of Law 2025-002, the Finance Law for 2026, set the relevant vehicle measures for 1 January to 31 December 2026. Eligible new electric or hybrid vehicles receive a 100% abatement of customs value. The provisions also include exemption from the national solidarity levy and VAT, and waiver of the specified income-tax advance at the border.

The law gives different abatements to other new vehicles and to eligible used vehicles in the one-to-two-year and three-to-five-year bands. The new-EV benefit must not be applied automatically to every used EV. Its passenger-vehicle definitions refer to headings 8702 and 8703; the motorcycle provisions are separate.

Buying question Practical implication
Is the car genuinely new? Prepare manufacturing and ownership evidence; do not assume an earlier registration is irrelevant.
Will eligible clearance occur in 2026? Have the agent confirm the qualifying event and deadline; do not promise continuation into 2027.
Is the car for local use or transit? Approve the correct declaration route before booking.
Which costs remain? Quote port, transport, agent, registration and other applicable charges separately.

A 100% abatement of a value base does not make the complete delivery operation free. Require an assessment explanation showing the legal provision, eligible vehicle category, treatment of each tax and remaining fees. Do not accept a single line reading “all taxes zero” as a substitute for that explanation.

Eligibility evidence before paying the exporter

Create a purchase file that identifies the original Chinese factory model, exact powertrain, production date and new or used status. A brand can offer a BEV, a plug-in hybrid and a range extender under related names. The customs description should follow the allocated vehicle’s technical record rather than a translated advertising label.

Ask the local broker which proof it will use to establish age and new status, particularly for demonstrators or vehicles already registered in China. A low odometer reading alone should not decide the customs category. Obtain a written eligibility opinion before buying a unit whose status could materially change the incentive.

For late-year orders, calculate the schedule backwards from the relevant customs deadline. Include inspection, inland movement, export documentation, sailing availability and possible terminal delays. State who carries the additional cost if the annual benefit is unavailable when the assessment occurs. Avoid a contract that assumes the incentive survives simply because a deposit was paid in 2026.

GUCE and the imported-vehicle maritime process

SEGUCE’s published maritime workflow involves the vehicle park manager or authorized customs agent, the consignee and Customs/Port of Lomé controls. It describes vehicle-list transmission, authorization of transfer and exit, and the handling of a BESC that was not regularized at origin through Antaser. Agree the shipping-document process with the operator and local agent before dispatch.

Have one party own the reconciliation of vehicle identifiers. Match the VIN on the invoice, vehicle list, inspection report and any transport attachments. If the bill of lading uses an attached VIN schedule, approve that schedule before issue. Ask the forwarder when it needs draft documents and what correction fees apply.

  1. Confirm the route: local import or onward transit, importer identity and the relevant agent.
  2. Approve the assessment basis: exact vehicle category, incentive evidence, annual timing and remaining charges.
  3. Inspect before loading: confirm the car, battery and charging operation, condition, supplied equipment and identification records.
  4. Complete maritime formalities: agree the vehicle list, bill of lading and BESC handling with the responsible service providers.
  5. Obtain release: follow the assessed declaration, payment and port/vehicle-exit controls; retain the customs documents for registration.

DTRF registration: customs release is only one stage

The public-service portal’s four-wheel registration procedure lists an original customs attestation, owner identification and birth-certificate copies, or the company’s applicable operator record, insurance and a DTRF technical sheet. It also lists a 500 CFA fiscal stamp. This stamp is one document cost, not the complete cost of registration.

The described procedure involves submission at DTRF and a technician’s inspection. Confirm the current counter process and full fee schedule with the registration office. The portal’s “validity” field should not be converted into a guaranteed processing time. Keep the owner name consistent with the customs and insurance records.

Ask the receiving agent to deliver a complete handover pack: release evidence, original ownership documents, registration submissions, insurance and a list of any outstanding actions. For a fleet, retain a digital copy for each VIN and designate the person responsible for renewals, maintenance and incident records.

EV operation, charging and after-sales planning

Inspect the proposed charging location and electrical capacity before ordering several cars. Match charger output to the available supply and realistic parking time. Ask an installer to verify protective equipment, earthing and the cost of the installation. A charger included in a vehicle advertisement may require a local installation scope that is not included in the car price.

Confirm connector type and charging communication for the actual China-market specification. Request an AC and, where practical, DC charging demonstration during inspection. Also agree the supply of charging cables, emergency equipment and a basic replacement-parts package. Translate the most important operating and emergency instructions for the users who will drive and maintain the fleet.

Continue planning your China EV import

Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Togo enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.

Comparing destinations? Read the separate guides for Benin, Ghana. Their tax and registration rules apply to those markets and must not be carried over to Togo.

Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.

Request a Togo-ready export proposal

Send your required model, powertrain, quantity, new or used preference, delivery point and whether the cars will stay in Togo. We will prepare a sourcing proposal with the vehicle description, inspection scope and shipping arrangements for your agent’s review. Ask for destination charges and annual-policy assumptions to be stated separately. Request a China-to-Lomé EV quotation →
