Reviewed 9 October 2026. Benin’s enacted 2026 Finance Law offers significant relief for eligible new electric vehicles. The buyer must still establish new condition, customs classification, valuation and the correct import regime. A vehicle landing at Cotonou for transit to another country does not automatically become a Benin domestic import entitled to the same assessment.
Background: decide whether Cotonou is the destination or a transit point
Write the final destination and intended registration country into the transaction plan. A buyer in Benin needs a domestic customs-release and registration file. A shipment continuing inland under transit needs a different customs movement and an assessment in the destination jurisdiction. Ask the agent to show where the transit movement begins and closes and who is responsible for the guarantee and onward carrier.
For a local fleet, work from an operating plan: route distances, parking time, payload, charger access and workshop capability. This makes the order measurable. Compare the expected daily energy requirement with an actual charging schedule rather than assume a published laboratory range can be repeated in commercial service.
2026 policy: customs-value relief and VAT exemption
Article 5 of the official Finance Law applies from 1 January through 31 December 2026 to qualifying new four-wheel vehicles imported, manufactured or sold new in Benin. It provides a 99% reduction in customs value for new electric vehicles, 95% for new hybrids and 90% for other new vehicles, together with VAT exemption. The scope includes specified passenger and goods-transport vehicle categories.
Keep the legal mechanism clear: a reduced customs valuation base differs from a zero customs-duty rate. Request a written assessment that identifies the ordinary value, relief applied, remaining taxable base and each charge. Article 5 alone should not be advertised as eliminating freight, port costs, registration charges or every other import payment.
| Purchase question | Control before dispatch |
|---|---|
| Is the vehicle legally new? | Obtain the registration history and the accepted new-condition evidence. |
| Which powertrain is declared? | Match the factory record to the applicable electric, hybrid or other category. |
| When will relief be claimed? | Have the declarant confirm the applicable entry date and year-end treatment. |
| What remains payable? | Separate the customs assessment from port, carrier, agent and road-use costs. |
Do not treat a used or previously registered EV as new solely because it has little mileage. Ask the declarant how an unregistered factory vehicle will be evidenced and how a car registered in China before export will be treated. If the sailing approaches the end of 2026, obtain a written view on the relevant customs event; do not assume an order or departure date preserves a relief that expires before declaration.
Documents and documentary verification at Cotonou
Customs publishes a Cotonou procedure in which the importer or approved customs agent submits an advance declaration through GUCE for Benin Control documentary review. The resulting AVD is transmitted into SYDONIA World and used for the detailed customs declaration. The page contains historical implementation dates, so the agent should confirm the current electronic workflow and supporting-document format rather than repeat those old rollout deadlines.
Prepare a genuine commercial file with the invoice, payment evidence, freight and insurance records, transport document and a vehicle schedule identifying each VIN. Add the documents establishing new or used condition, ownership and export status. These are purchase-file controls; the agent should identify the exact customs attachments required for the transaction and any authorization that the electronic system requests.
Keep one version of the vehicle description across the contract, invoice, shipping schedule and registration application. It should state the original factory grade, production date, powertrain, battery record, seats and masses. Discrepancies can affect both the tax category and the road-registration file, even where the underlying commercial price is agreed.
Customs release and onward handling
The Customs procedure describes manifest registration, controlled unloading and the authorization/certificate stage before detailed clearance. Ask the destination agent to map those milestones to the booked vessel and terminal. Define who receives the arrival notice, who submits corrections and who collects the release evidence. For a transit shipment, use the appropriate transit declaration and avoid mixing its paperwork with a domestic home-use entry.
Agree responsibility for storage, demurrage and onward delivery before booking. Request the applicable free period, charge triggers and the process for a delayed document. Keep customs receipts and final release records against the individual VIN. A carrier’s delivery order, a tax receipt and permission to use the car on public roads serve different purposes.
First registration: prepare the ANaTT file
The national public-service catalogue lists identity with NPI/NPIR for an individual, the circulation-declaration sheet with ANaTT and Interpol visas, BFU, purchase invoice, customs declaration and foreign registration copy. A company file includes its IFU and a power of attorney when an intermediary applies. Confirm what replaces a foreign registration record for a genuinely new unregistered EV, and obtain the current fees and procedure from ANaTT.
The published catalogue was modified in August 2025. Its checklist is useful evidence, but its listed processing period is not a guaranteed completion date for an individual shipment. Arrange any technical review, insurance and plate collection with the receiving team. A commercial passenger operator should also confirm the approvals attached to its business use.
EV specification, charging and after-sales controls
Have the inspector record the charging inlets, cables and an observed charging session. Check battery-enclosure and underbody condition, diagnostic warnings and the offered equipment. For a used vehicle, specify the battery-condition method and acceptable results in the purchase agreement instead of relying on an estimated-range display.
Ask a qualified local installer to approve the parking-site supply and the chosen charger. Connector shape and communication compatibility both matter for DC charging. For a fleet, test the proposed vehicle and charger combination before ordering a large quantity. Confirm spare-parts access, diagnostic support, usable connected functions and the destination scope of warranty commitments.
Continue planning your China EV import
Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Benin enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.
Comparing destinations? Read the separate guides for Togo, Nigeria. Their tax and registration rules apply to those markets and must not be carried over to Benin.
Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.
Request a Benin-specific sourcing proposal
Send the model, factory grade, condition, quantity and final destination. We can prepare a defined vehicle proposal with inspection evidence and an itemized shipping scope for your local declarant’s assessment. Obtain confirmation of the relief, admission and registration file before purchase. Request a China-to-Benin EV quotation →
