Reviewed 9 October 2026. This guide covers permanent importation of a passenger electric vehicle from China into Namibia. A vehicle moving through Walvis Bay to another country needs a different customs and transport plan. Establish the importer, the final registration country and the legal entry route before comparing vehicle prices.
Namibia: choose a vehicle that can actually be admitted
The central procurement issue is steering position. Namibia’s Ministry of International Relations and Trade portal says customs prohibits bringing left-hand-drive vehicles into the country, with an exception for diplomats. Much China domestic-market stock is left-hand drive. A cheap domestic offer therefore cannot be treated as a ready-to-register Namibia vehicle. Obtain the exact steering specification and written eligibility confirmation before paying for an allocated car. A supplier’s proposed steering conversion needs approval of the resulting vehicle; an adapter or a change of headlights does not resolve this issue.
For a fleet, begin with the intended duty cycle: daily distance, passenger load, overnight parking and access to maintenance. A vehicle should pass both the legal admission test and the operating test. Establish a suitable right-hand-drive supply route before ordering a sample or committing to a multi-vehicle shipment.
Used-car policy: 12 years, vehicle categories and Walvis Bay
The current government trade portal describes a prohibition on second-hand vehicles older than 12 years for the categories in Annexure A of the applicable notice. It applies to vehicles coming from outside the common customs area and to relevant vehicles registered inside that area for less than two years before importation. Annexure B contains exceptions. The portal identifies passenger vehicles under heading 87.03 among affected goods.
Walvis Bay is the designated entry port for second-hand vehicles coming from outside the common customs area. A recent registration in a neighbouring customs-union country does not, by itself, remove the restrictions. Have the importing agent identify the applicable notice, category, age calculation and any exception in the application file. These are second-hand vehicle rules; do not apply a used-car permit checklist indiscriminately to a genuinely new vehicle.
Apply for the used-vehicle import permit
The ministry’s published permit procedure uses an online application, supporting-document review and approval by the responsible division. Its document list includes a detailed invoice or pro-forma invoice, bill of lading, identity or residence evidence, the registration, cancellation, deregistration or export certificate, and proof of payment. A company also needs its registration documents and the relevant owners’ identification. Documents from the exporting country that are not in English require an appropriate sworn translation.
Build this file around one consistent vehicle identity. Use the VIN, original registration history, manufacturer model designation and purchase price throughout. Ask the permit office how to submit the application before loading where the final transport document has not yet been issued. Do not book shipment on the assumption that an incomplete application will be accepted retrospectively.
Customs, duty and VAT: obtain a shipment-specific assessment
The government portal expressly states that both new and second-hand motor vehicles attract duties and taxes at the applicable tariff rate. NamRA’s tariff tool explains that classification codes are used on customs declarations. A battery electric passenger car and a plug-in hybrid must be classified from their actual propulsion and vehicle characteristics. Record the full national tariff line and the rate effective on the declaration date in the landed-cost quotation.
This guide does not establish a general zero-duty or zero-VAT concession for Chinese electric cars. A personal relocation rebate, a temporary permit or a diplomatic treatment is a separate legal route with its own eligibility and evidence. Request an assessment showing customs value, freight and insurance adjustments, duty, any applicable excise, import VAT and the basis of each calculation. Keep clearing fees, port storage and inland transport separate from government taxes. Obtain written support for any exemption before budgeting it.
Release, police clearance and NaTIS registration
Roads Authority lists different requirements for new and used vehicles. A new imported vehicle needs a registration and licensing application, manufacturing certificate and customs documents, including SAD 500, release order and declarant receipt. Its list also calls out the steering mechanism. For a used vehicle, it lists the registration certificate, valid Namibian police clearance, imported-vehicle customs documents and SARPCCO clearance.
For an import directly from China, confirm the accepted foreign-clearance evidence with the registering authority; China is not the issuing authority for a Southern African police certificate. Preserve the original ownership and export records and arrange the Namibian clearance required for the particular application. Roads Authority states a 21-day registration period from the date liability arises and a separate 21-day licensing period after registration. Roadworthiness evidence is required where applicable. Customs release alone does not complete registration or licensing.
Walvis Bay transit is a separate operation
NamRA’s notice on imported in-transit second-hand vehicles, effective 1 March 2023, requires movement on a car carrier rather than driving the vehicle on its own wheels. The notice concerns transit procedures and should be read with the destination country’s eligibility rules. Agree the customs-controlled route, carrier, border exit and evidence of discharge before dispatching a vehicle bound for Botswana, Zambia or another market.
NamRA also publishes temporary-import and carnet guidance. A visitor’s temporary admission is not a substitute for permanent importation or a resale route. A transit or temporary document should never be described to the buyer as proof of Namibian registration eligibility.
EV inspection and a practical purchasing sequence
- Confirm the final registration country, steering position, new or used status and permit route.
- Approve the exact vehicle and document history before funds are committed.
- Record charging-inlet photographs, battery identification, diagnostic results and a charging test in the pre-shipment inspection.
- Obtain the importer’s tariff assessment and registration document checklist.
- Arrange shipping and inland transport for permanent entry or transit as appropriate.
- Keep customs release, police clearance, registration and licensing evidence in the delivery file.
For charging, compare the actual vehicle inlets and AC/DC capability with the equipment available at the intended depot or home. Do not promise that a basic plug adapter converts every DC charging system. Agree a practical charging solution and an overseas battery and service scope before purchase.
Continue planning your China EV import
Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Namibia enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.
Comparing destinations? Read the separate guides for South Africa, Botswana. Their tax and registration rules apply to those markets and must not be carried over to Namibia.
Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.
Request a Namibia sourcing and document review
Send the proposed model, steering requirement, quantity, new or used status, importer details and final destination. Auto From China can discuss suitable sourcing, inspection and transport options once the admission route is established. Your local importer should approve the vehicle specification and legal route before an order is placed. Request an itemized Namibia EV sourcing quotation →
