Import Electric Cars from China to Botswana 2026: Customs, 14% VAT, Documents and Registration

Reviewed 9 October 2026. Importing an electric car from China to Botswana involves customs assessment, vehicle identity checks and domestic registration. The practical starting point is an eligible vehicle specification and a complete transaction file. A quotation that only shows the car price and ocean freight leaves important decisions unresolved.

Botswana market context: plan the inland route and the charging site together

Botswana is landlocked, so a sea shipment also needs an agreed transit and inland delivery arrangement. Ask the logistics provider to identify the discharge port, border crossing, consignee and party responsible for each customs procedure. Compare the complete delivery scope rather than selecting a route solely by the ocean freight price. A delay at an intermediate port can consume the savings in storage and inland repositioning.

For an EV, describe the daily route, passenger or cargo load and overnight parking location before choosing battery size. Obtain a charging-site assessment and confirm the actual car’s AC and DC inlet specifications. A mainland-China model should be evaluated against the intended destination charger; an advertised fast-charging number is not proof that a particular local station can deliver it. A demonstrator and recorded charging trial can make a fleet order easier to assess.

Current policy: distinguish ordinary customs duty from import VAT

The BURS download centre offers an April 2026 tariff compilation. In Volume I, the ordinary new passenger BEV line 8703.80.90.10 carries 25% in the General column. The schedule contains other vehicle categories and preferential columns. An ordinary China-origin passenger car should not be priced using the SADC free column without qualifying origin and the required preference evidence. The small-vehicle and special-purpose lines are also different classifications, not universal EV concessions. Ask the clearing agent to confirm the exact tariff line for the vehicle being purchased.

The Value Added Tax Act 2026, section 7(2)(b), sets 14% for taxable imports. Its commencement order brought the Act into operation on 1 July 2026, subject to specified exceptions unrelated to this ordinary vehicle example. Some older BURS explanatory pages still display 12%; that figure should not replace the current Act when preparing an October 2026 import assessment.

These are separate charges. The customs percentage is not the complete landed tax bill, and the VAT percentage is not simply applied to the advertised China retail price. Obtain an assessment covering any applicable excise, fees and other fiscal charges, together with the valuation basis. A genuine exemption needs its own legal conditions and evidence. Private ownership or battery-electric propulsion alone should not be treated as proof of a duty-free import.

How to build a defensible landed-cost calculation

Section 30 of the VAT Act defines the import value using the customs duty value, relevant freight, insurance and import-related services not already included, and duties, fiscal charges and other import fees excluding VAT. Avoid counting freight twice if it is already in the assessed value. Keep the agent’s customs calculation beside the carrier’s and supplier’s invoices so that the treatment of every addition is visible.

For an initial comparison, use a worksheet with separate rows for vehicle value, export services, ocean freight, insurance, transit handling, inland carriage, ordinary customs duty, any excise, import VAT, clearance and registration. Label estimated figures and show the exchange-rate assumption. Have the importer sign off the customs classification and valuation rather than relying on an all-in verbal number. No single percentage in this guide substitutes for a BURS assessment of the allocated vehicle.

A shipment arriving through another SACU member needs an agreed customs-status and evidence trail. Do not assume that routing a Chinese car through South Africa creates South African origin or automatically eliminates Botswana obligations. Ask the agent how the transit or prior clearance will be recorded, which receipts accompany the car, and how the destination assessment avoids duplicate or missing charges.

Prepare the document file before the car leaves China

BURS lists SAD 500, police clearance from the export country and Botswana, export-country customs clearance records, and an invoice or local valuation certificate for vehicle clearance. Its published procedure says vehicles imported for permanent use should be cleared for home use within 14 days. Obtain the agent’s current implementation instructions and arrange the file before arrival rather than starting the police and invoice checks at the border.

The BURS notice published in the government Daily News on 13 May 2025 specifically reinforces documentation for used-vehicle declarations, including warehousing: an export-country invoice, export customs declaration, proof of payment and valid police clearance, with Omang or a resident permit for individuals. The notice targets inconsistent values and supporting records. The useful buying lesson is straightforward: keep one authentic transaction value and a payment trail that agrees with it.

For procurement, also retain the purchase contract, packing or vehicle list, bill of lading, insurance, VIN photographs and factory or prior registration records. Ask the Botswana agent to distinguish mandatory clearance documents from additional commercial safeguards and confirm the acceptable China-issued evidence. A seller’s inspection report can support the condition record but does not replace official police or customs documents.

A practical sequence from selection to customs release

  1. Confirm eligibility: give the local agent and registration office the model, VIN when available, age, steering position and new/used status. Obtain an answer for that specification before paying.
  2. Approve the transaction: fix the grade, battery, charging connectors, colour, options and document deliverables in writing.
  3. Inspect the offered car: record identity, condition, charging, accessories and any prior repair evidence.
  4. Approve the route: agree export clearance, port, transit arrangements, inland carriage and insurance responsibilities.
  5. Prepare the declaration: match the invoice and payment evidence to the shipment and have the agent calculate each tax item.
  6. Clear and retain evidence: complete BURS procedures and keep the clearance and payment records for registration and future resale.

Register the vehicle and arrange its first service

The Government’s registration service is for citizens and residents who own a vehicle. Its published checklist calls for RV 1, Botswana Police Service and BURS clearance, applicable identity and the prescribed vehicle-weight fee. It identifies roadworthiness testing for vehicles three years and above and annual licence renewal. Confirm the current test booking, fee and evidence requirements with the Department of Road Transport Services for the allocated vehicle; customs release is one input to registration, not the registration itself.

Build the handover plan around a charger demonstration, insurer acceptance and a workshop able to diagnose the exact model. List available consumables, body parts and high-voltage support. For a used EV, review battery diagnostics, charging history where available and underbody damage. For a new car, verify production date and whether connected services, maps and warranty arrangements will function for the intended buyer in Botswana.

Continue planning your China EV import

Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Botswana enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.

Comparing destinations? Read the separate guides for South Africa, Namibia. Their tax and registration rules apply to those markets and must not be carried over to Botswana.

Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.

Request a Botswana EV sourcing and shipping quotation

Send your intended use, model or size preference, quantity, budget, new/used preference and final delivery location. Include the local importer’s details and any written eligibility conditions. We can prepare a China-side sourcing scope, a pre-shipment inspection plan and an itemized shipping proposal. Keep destination taxes and registration responsibilities visible in the quotation.
