Two Algerian buyers can purchase similar Chinese EVs but qualify under different import routes. A resident buying a used car for personal use and an eligible national returning permanently from abroad are not necessarily subject to the same conditions.

The Change of Residence Certificate, or CCR, is connected to the importer’s return and consular status. It is not a general discount code for every car shipped to Algeria. Before selecting a vehicle, identify the route that the buyer can actually use, then apply its age, document and financial conditions.
Read the two frameworks separately
Executive Decree 23-74 governs the defined personal used-vehicle route for residents. It describes a vehicle age of no more than three years between first circulation and the consumption declaration, acquisition using the resident’s own foreign currency and a once-in-three-years framework. Applicable current amendments and implementation should be confirmed for the intended entry.
Article 127 of Law 25-17, the 2026 Finance Law amends Customs Code Article 202 for eligible definitive returns connected to a change of residence. The specified vehicle categories include electric, petrol and petrol-electric hybrid vehicles. They may be new or strictly under five years old when introduced into the customs territory. This CCR provision does not convert the ordinary personal-import route into a general five-year allowance.
| Buyer situation | Route to examine | Do not assume |
|---|---|---|
| Resident personal used-car buyer | Decree 23-74 and current implementing conditions | Automatic CCR status or CCR relief |
| Consular-registered national returning definitively | CCR provisions and consular file | Eligibility from nationality alone |
| Dealer importing for resale | Applicable commercial authorization route | That either personal route authorizes an ordinary stock batch |
Use the statutory boundary for a near-limit car
The Algerian Embassy’s 2026 notice is a useful explanation of CCR changes and transitional measures. Where a summary simplifies an age boundary, use the statutory text and obtain consular or Customs confirmation for the actual dates.
A four-year-old car may be relevant to the CCR analysis without fitting the ordinary route described in the 2023 decree. Likewise, a car close to its fifth anniversary should not be booked using a casual “five years allowed” phrase when the statute uses an under-five condition.
Do not buy at the boundary based only on an estimated sailing date. Obtain the original first-circulation or other required age evidence and the exact measurement rule for the chosen route.
Establish importer eligibility before choosing the VIN
For CCR, ask the competent consular service to identify required registration, residence and definitive-return evidence, permitted property scope, value limits and any applicable conditions. If the buyer lives outside the United States, use the consular service covering that residence; the Washington notice is not a substitute for that file.
For an ordinary personal import, confirm identity, residence, ownership transfer, foreign registration evidence and the required technical condition and conformity records. The local expert or approval process should explain which originals and translations are accepted.
The seller should provide the same exact powertrain description throughout. A BEV has no combustion engine. A hybrid or EREV carries engine information that can matter to the route’s technical limits. An “electric” commercial label does not settle those conditions.
Keep tax relief and actual cash needs distinct
Any CCR relief depends on the eligible importer and compliant property file. The ordinary route involves its own duties and taxes. Do not apply the CCR result to a dealer quotation or to a resident who has not established a qualifying return.
Even where relief applies, freight, insurance, handling, approval work and registration can remain cash requirements. Ask the agent for a dated calculation using the actual invoice, valuation and route. Treat a foreign-exchange or payment arrangement as part of the documented transaction, rather than an informal workaround.
For a used EV, add battery evidence, charging compatibility and support to the comparison. A car that is legally admissible can still be impractical if its local charging or repair path is unresolved.
Make the purchase conditional on the correct file
Before final payment, confirm route, importer qualification, exact VIN, age evidence and required technical documents. State how a failed eligibility review or VIN substitution will be handled. A supplier should not replace the selected car with an older example while assuming the same approval applies.
