An Abidjan fleet can buy suitable electric cars and still have an incomplete project. The missing items are often a ready depot, a dependable charging roster and a workshop able to return a failed car to service. These costs belong in the procurement decision before the order quantity is set.

The vehicle budget should therefore sit inside a wider fleet budget. It needs to connect the China purchase with Côte d’Ivoire admission, first-shift preparation and ongoing support. A tax incentive or a low advertised vehicle price does not replace that project calculation.
Resolve new or used status first
For used passenger and light utility vehicles within its scope, Côte d’Ivoire Customs’ SYDAM Auto procedure describes a vehicle file, identity and condition photos, evaluation and pre-loading formalities. It is a used-vehicle procedure, not evidence that every new-car import follows the identical path.
Ask the local agent to confirm the current route for the importing business and chosen vehicle condition. Check age admissibility and any required import, valuation or conformity documents before payment. A car’s unused appearance does not eliminate a prior registration record.
Give the agent VIN, exact model code, year, powertrain, invoice and transport scope. The budget should use that assessment rather than a percentage copied from a general engine-capacity table for combustion cars.
Build the fleet project in separate columns
| Budget column | Include | Keep separate from |
|---|---|---|
| Cars ready at the depot | Acquisition, freight, assessed charges, local delivery and preparation | Depot construction |
| Charging installation | Supply assessment, equipment, civil works, permits and commissioning | Vehicle headline price |
| Operating energy | Metered use, applicable tariff and charging fees | Charger purchase cost |
| Drivers and dispatch | Training, scheduling and lost productive time | Energy-only comparisons |
| Service capability | Tools, authorized access, parts and labour | An assumed universal manufacturer warranty |
| Working capital | Payment timing and contingency | Projected profit from unsold or unavailable cars |
For taxes, show initial cash payments and any legally available recovery separately. A possible credit later is not the same as money available for release today.
Size charging around the overnight window
Imagine a hypothetical twelve-car fleet, each covering 160 km per operating day at an assumed 0.19 kWh/km from the battery. Daily battery energy is 30.4 kWh per car. At an assumed 90% charging efficiency, meter energy is about 33.8 kWh per car, or 405.3 kWh for the fleet.
Across a nine-hour window, that energy requires an average charging power of about 45 kW. These are invented planning inputs, not measured Abidjan consumption or a model performance claim. An installer must assess the actual vehicle limits, electrical capacity, other site loads and operating conditions.
Buying twelve chargers with large nameplate ratings does not demonstrate that the site can supply them. Managed charging may help fit the window, but the fleet still needs enough usable energy delivered before departure.
Put the first-shift date behind readiness gates
Set gates for admission and registration, insurance, yard receipt, charging commissioning and driver training. A vessel ETA cannot establish the date all cars become operational. Do not promise a client service start that depends on every gate proceeding without delay.
Use a small pilot on actual duties. Record metered electricity, productive kilometres, charging failures and downtime. If the model includes an engine, track fuel and engine servicing separately. An EREV should not be costed as though electricity were its only energy input.
Support a manageable specification
Select one or two configurations per model, with a maximum of three. Confirm common parts rather than assuming all trims share lamps, tyres or electronics. The support plan should name the workshop, diagnostic escalation route and the party responsible for shipping replacement parts.
An imported China warranty must be checked for market and commercial-use scope. If the dealer provides its own customer support promise, include labour, international freight and unrecovered claims in the budget. A warranty period alone does not pay those bills.
For critical parts, assess the consequence of waiting as well as the purchase price. A low-cost component with a long lead time can matter more to availability than a large collection of ordinary consumables.
