Import Electric Cars from China to Côte d’Ivoire: 2026 Age Rules, SYDAM Auto and Customs Guide

Reviewed 9 October 2026. Importing an electric car from China into Côte d’Ivoire requires more than an export invoice and a shipping booking. This guide separates used-vehicle eligibility, the SYDAM Auto dossier, general GUCE import documentation, customs release and registration. It is written for passenger-car buyers and importers planning an actual shipment, with particular attention to the Abidjan used-vehicle procedure.

Start with new or used status and the intended use

A vehicle advertised as nearly new may already have a first registration abroad. Obtain its original registration history, manufacturer identity, VIN, invoice and export status before selecting the local import route. The used-car procedure should not be presented as a universal checklist for every factory-new vehicle. A private passenger car, taxi, minibus and commercial truck can also fall under different age and registration conditions.

For an EV fleet, select the vehicle after mapping daily distances, parking, charging and workshop support. A low purchase price does not compensate for an ineligible vehicle or an unsupported charging system. Buyers should approve a single documented specification and ask their licensed local declarant to establish the route before shipping.

Used passenger cars: the five-year age rule

Decree No. 2017-792 of 6 December 2017 is published in the Ivorian Customs legal-document collection. Article 6 sets the age limit for imported used passenger cars at five years, counted from first circulation abroad. Article 5 separately sets limits for public transport and goods vehicles, including five years for taxis, seven years for minibuses with nine to thirty-four seats and certain light commercial vehicles, and ten years for the specified larger buses and trucks.

An electric powertrain does not, by itself, erase these vehicle-category restrictions. Obtain the actual first-registration date; do not calculate solely from the supplier’s stated model year. The decree also addresses refusal of registration and consequences for non-compliant imports. A tax payment or a low customs valuation should not be described as permission to import an over-age passenger car. Ask the responsible authority to identify any amendment or individual exception applicable to the shipment.

Build the SYDAM Auto evidence file

The current SYDAM Auto FAQ requests identity evidence, the vehicle’s registration document, bill of lading, importer code and tax identifier. It also calls for exterior photographs from the front, rear, left and right, a VIN or chassis-number photograph and an image of the odometer. Its account-registration page identifies the platform as a system for dossiers relating to imported used vehicles.

Ask the supplier for these photographs while the vehicle is still accessible in China. The VIN must be legible and match the invoice and registration history. Keep the original image files, rather than screenshots of an advertisement. Resolve differences in spelling, owner details, declared mileage and chassis identity before loading. A photograph of a similar model does not satisfy a dossier for the actual vehicle.

Used vehicles via Abidjan: prepare before loading

Customs Circular No. 1952, dated 17 September 2018, describes preliminary formalities for used passenger and light utility vehicles imported through Abidjan. It provides for a SYDAM Auto dossier and a standardized identification label to be displayed inside the vehicle before loading. The published procedure links the dossier, valuation, transport information and processing by a licensed customs declarant.

After shipment, the bill of lading and dossier information must follow the vehicle into the customs declaration and checks. The procedure also connects release processing with the BIVA identification record and the GUA registration and technical stages. Have the local declarant map the exact current handoffs and collect the final release authorization. This circular’s stated scope should not be extended automatically to a factory-new vehicle or another port. If the route changes, approve a revised procedure before shipment.

GUCE, FDI and value classification: different documents, different thresholds

GUCE defines the Fiche de Déclaration à l’Importation, or FDI, as required for planned goods imports with FOB value of at least CFA 500,000. The document contains goods, importer, exporter, transport and payment information. It is distinct from the SYDAM Auto vehicle dossier and from the final customs declaration.

GUCE’s RFCV guidance describes classification and value-verification coverage for containerized imports and goods with FOB value above CFA 1,000,000, subject to the published exemption list. It also refers to evaluation of new vehicles. These conditions use a different threshold from the FDI rule. A car importer should have the declarant confirm the applicable valuation route for new or used status, shipping method and exemption category. Neither an FDI nor an RFCV is proof that a vehicle has been cleared or registered.

Taxes and landed cost: classify the actual electric vehicle

A battery electric passenger car, a plug-in hybrid and a range-extender vehicle should not be assumed to share one customs treatment. Give the declarant the manufacturer propulsion record, engine details where applicable, seating, vehicle category, purchase contract, freight and insurance. Require the full national tariff line and a calculation based on the rules effective when the declaration is accepted.

The official sources reviewed for this guide do not establish a universal duty-and-VAT exemption for every Chinese electric passenger car. Accordingly, this article does not advertise a zero-tax landed price. A proposed incentive needs its exact legal basis, beneficiary conditions and validity period. The quotation should distinguish customs duty, import VAT and other applicable levies from declarant fees, shipping-line charges, port handling, storage, inland delivery and registration. A Chinese purchase invoice alone does not fix the customs value or the complete landed cost.

Inspection, charging and release checklist

  1. Confirm vehicle category, new or used status and the first-registration date where relevant.
  2. Approve the importer code, tax identifier and appointed customs declarant.
  3. Complete the required pre-loading dossier and vehicle label for the applicable used-car route.
  4. Arrange a VIN-based inspection, including battery identification, diagnostics, mileage and a charging test.
  5. Coordinate GUCE documents, valuation and the final bill of lading with the declarant.
  6. Retain the customs declaration, payment evidence, final release authorization and the registration or technical-control records required for the vehicle.

Record the actual AC and DC charging inlets and the proposed destination charger. Connector shape, communications and charging voltage must be compatible; an ordinary adapter does not guarantee DC fast charging. For a fleet, budget charger installation, safe electrical capacity, operator training and local servicing. Ask for a written overseas warranty scope and the availability of diagnostic support and essential parts.
