Import Electric Cars from China to Chile: Origin Evidence, 3CV Homologation and Registration

Reviewed 9 October 2026. Scope: permanent passenger-car imports from China. Commercial distribution, personal imports and special relief must be assessed under their own rules.

Chile’s import project requires three distinct results: legal customs entry, the applicable vehicle homologation and road registration. Chinese origin can affect duty treatment when properly evidenced, but it does not remove technical approval or ordinary import-VAT obligations. Establish the exact vehicle route before agreeing shipment.

Background: begin with new versus used eligibility

Ordinary used-vehicle imports are prohibited subject to specific exceptions under the regime identified by Chilean Customs. Free-zone, personal-franchise and other special arrangements should not be applied to an ordinary national-market purchase without confirming their legal conditions.

For a new-car project, obtain the original factory grade, production date, VIN and registration history. A vehicle advertised as unused may already have been registered abroad. Disclose that fact to the customs and technical advisers before a deposit becomes unconditional.

Ask who will be the Chilean importer of record and who handles 3CV evidence. A direct private import and a distributor homologating a model for repeated sales need their own assessment. A model’s existing brand presence in Chile does not prove that its China domestic specification is covered.

Duty and the China–Chile origin documentation

Customs’ vehicle-import guidance gives the ordinary duty as 6% of customs value and VAT as 19% on the applicable base. A trade-agreement preference requires the precise tariff line, qualifying origin and prescribed evidence; it should not be inferred solely from shipment from China.

SUBREI publishes the China–Chile certificate-of-origin format and its instructions. The format identifies exporter, producer, consignee, goods, invoice and certification information. Ask the broker to confirm the applicable origin rule, document and current preference for the actual car before using a duty saving in the budget.

Keep origin evidence consistent with the invoice and transport route. If an intermediary issues the commercial invoice or the vehicle is transhipped, have the broker check the treaty conditions and required evidence before sailing. A generic “made in China” statement should not be substituted for the prescribed claim.

Prepare both a documented preference scenario and a fallback without it. Separate customs value, duty, VAT, terminal handling, broker charges and inland transport. A tariff preference does not by itself reduce VAT to zero.

3CV approval: individual and model routes

ChileAtiende describes an individual electronic homologation process for the relevant new, unused direct imports through 3CV. Its evidence includes the import declaration and electrical-consumption accreditation for the relevant vehicle. The CHI-e records technical-report code, make/model and vehicle identifiers.

Its separate model-homologation guidance describes approval followed by authority to issue CHI-e records for the vehicles sold from the approved model. Establish which route applies to the importer and exact vehicle before assuming that a certificate for a similar car is sufficient.

Have the Chilean technical partner review the manufacturer’s specification and evidence for the constructive, safety and functional requirements. Ask which test records and local representative documents are required. A Chinese inspection report proves the agreed condition checks, not completion of Chilean homologation.

For a distributor, prepare a configuration register covering battery, seats, weights and relevant equipment. Review substitutions before shipment. The cost and timetable of a new approval should be included in the commercial launch plan rather than left until the first customer has paid.

Green-tax assessment and first registration

SII’s green-tax guidance links its assessment to technical data and the vehicle’s technical-report code. Have the specialist establish the exact BEV or hybrid treatment and any required evidence. This guide does not apply an unverified flat green-tax amount or assume that a broadly labelled “new energy” vehicle receives the same treatment as a pure BEV.

ChileAtiende’s first-registration guidance requires evidence of legal customs entry and duty payment or the applicable franchise for imported vehicles. The importer should organise the correct registration documents alongside the homologation result, ownership evidence and applicant information.

Arrange the registration, plates, circulation-permit and insurance requirements with the local specialist before road handover. Customs release alone should not be treated as authority for ordinary road use. Confirm lawful transporter or temporary-movement arrangements for the journey from the port to any required technical appointment.

Documents and the shipment sequence

Use a staged sequence: confirm new/used eligibility and importer; assess 3CV route; obtain the current tariff and origin assessment; allocate stock and review evidence; perform agreed inspection; complete export paperwork; ship; declare and clear Customs; complete homologation and registration; deliver for lawful road use.

Keep the contract, invoice, VIN and factory specification, registration/export history where relevant, origin certificate, bill of lading, customs declaration, payment/release evidence and CHI-e documentation in one file. Ask the broker and technical partner to identify translation and original-document requirements before departure.

Define responsibilities for errors and missing manufacturer evidence. If a certificate must identify the exact VIN, do not accept a blank or unrelated sample as the final deliverable. Track any corrected record through to the declaration and registration file.

Budget vehicle price, origin preparation, freight, marine insurance, duties, VAT, port and broker services, approval work, inland transport, registration and insurance. Include a contingency for examination or technical queries rather than promising an unrealistically short handover interval.

Continue planning your China EV import

Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Chile enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.

Comparing destinations? Read the separate guides for Colombia, Costa Rica. Their tax and registration rules apply to those markets and must not be carried over to Chile.

Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.

Practical suitability and a sourcing quotation

Check the actual charging inlets and protocol against the intended Chilean AC and DC equipment. Ask for a recorded charging demonstration. Establish local diagnostics, battery service, spare parts and warranty responsibility, and review connected functions that may depend on a Chinese account or subscription.

Use realistic daily routes, altitude, temperature and charging windows when choosing the battery. A laboratory headline is not a guaranteed operational range. For a fleet, define vehicle availability and maintenance support before making the pack-size decision.

Auto From China can coordinate stock identification, an inspection record and shipping scope. Make shipment conditional on the agreed documentation and local route assessment.
