Reviewed 9 October 2026. Scope: permanent passenger-car imports from China. Commercial distribution, personal imports and special relief must be assessed under their own rules.
Colombia offers distinct customs, VAT and investment-related measures for electric mobility. The exact powertrain and the purchaser’s certification status determine which treatment can be used. For a Chinese passenger-car order, separate ordinary import policy from industrial assembly programmes and from certification-dependent personal tax benefits.
Background: define the product and the transaction
Begin with the original manufacturer specification: BEV, PHEV, conventional hybrid or range-extended vehicle; seats; power and battery data; production date; VIN; and prior registration. An overseas “new energy” designation is not a Colombian customs classification.
Identify the importer, intended private or commercial use and local registration specialist. Have them assess eligibility before payment or shipment. A previously registered car needs a separate review rather than a simple assumption that it follows the new-car route.
For a distributor, establish the approved technical records and manufacturer support for the chosen variant. A vehicle supplied through a Colombian brand network can differ from a China domestic-market car with the same name.
Ordinary EV tariff and the separate 2026 industrial programme
Decree 2051 of 2019 establishes zero customs duty for the listed electric-motor vehicle lines, including the passenger-car subheadings it identifies, and replaces the earlier specified EV quota provision. Verify the current classification and tariff for the actual car; the measure should not be extended to every hybrid by analogy.
MINCIT’s explanation of Decree 595 of 2026 describes INPIMHEL and a transformation/assembly regime for qualifying new industrial projects. It includes eligible project components and a conditional 5% vehicle-import quota for participants. These are industrial-investment arrangements, not unrestricted privileges for ordinary trading businesses.
A finished BEV purchase should therefore be assessed under its proper ordinary classification, while an assembly project needs its own approved programme and obligations. A news article about a project quota does not establish the tariff on every imported car.
VAT: 5% treatment and certification-dependent exclusions
DIAN’s September 2025 reconsideration identifies the 5% VAT treatment for the relevant vehicles and explains that qualifying personal purchases can access the Law 1715 benefits with the required UPME certification. Its conclusion changes an earlier blanket restriction. Purchase alone does not establish the exclusion.
DIAN Concept 12670 of 2026 addresses the case where UPME certification arrives after the purchase. It points to the prescribed refund procedure under Decree 1625 rather than an improvised adjustment with the seller. The purchaser must meet the procedure’s conditions and documentary requirements.
Have the adviser establish whether the selected car, purchaser and investment meet the current UPME route before advertising a VAT-free deal. Keep an ordinary-tax budget as the base case until certification and its application are established. Separate income-tax benefits, VAT exclusion and customs duty; they are different measures with different evidence.
Request an itemised customs and tax worksheet and identify who will apply for certification or a refund, if relevant. Keep agency decisions and tax receipts in the ownership file. Do not present a potential later refund as cash already available to pay the port bill.
Import formalities: RUT, VUCE and nationalisation
MINCIT’s importing guide starts with tariff classification and the importer’s RUT arrangements, then assessment of prior requirements. Where an import registration is required, it describes the VUCE electronic route. The guide also identifies the commercial, transport, regulatory and valuation evidence used for nationalisation.
Have the agent determine the exact current prior approvals and declaration workflow for the passenger EV. The guide is a procedural starting point; older form references or service prices should not replace the present electronic system instructions.
Prepare the invoice, VIN-based vehicle schedule, manufacturer specification, bill of lading, insurance and any required registration or licence evidence before arrival. Review the payment and foreign-exchange documentation with the bank and agent. Align the stated Incoterm with the freight and insurance amounts used in customs valuation.
Assign customs filing, examination and release to the appointed party. Obtain the assessed import declaration and release evidence, not just a commercial invoice from the broker. Resolve inconsistent identifiers before they enter the registration records.
RUNT and registration: the importer’s data must agree
A February 2026 Ministry of Transport interpretation explains verification of initial-registration evidence against information entered by the importer or assembler in RUNT. It identifies the relevant invoice/customs evidence and vehicle-identification records, followed by the applicable tax and SOAT insurance validation.
Confirm the current checklist with the receiving transit authority for the actual transaction. Have the importer complete the required vehicle data and technical records before a customer registration is attempted. A model, seat count or VIN mismatch can obstruct the process even after Customs has released the car.
Build one file containing contract, invoice, manufacturer specification, ownership history, import approvals, declaration and tax evidence, technical identification, relevant UPME certification and registration/insurance documents. Ask which originals and translations the receiving office needs.
For commercial-use vehicles, obtain a separate operating and registration assessment. A private passenger-car approval should not be treated as permission to operate a regulated transport service.
Continue planning your China EV import
Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Colombia enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.
Comparing destinations? Read the separate guides for Costa Rica, Canada. Their tax and registration rules apply to those markets and must not be carried over to Colombia.
Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.
Charging, support and a useful sourcing enquiry
Verify AC/DC ports, protocol and interoperability with the intended Colombian chargers. Obtain a charging demonstration and battery identification. For used stock, require a documented diagnostic and condition review before purchase, alongside the separate import-eligibility assessment.
Assess real routes, gradients, temperature and charging windows before selecting battery size. Identify local diagnostics, parts, service and warranty responsibility. Connected applications and assistance functions may have account or regional limitations that need a local test.
Request a Colombia EV sourcing quotation →. Send the model, grade, quantity, destination port, local importer and required technical or UPME evidence. Auto From China can coordinate vehicle selection, pre-shipment inspection and an itemised shipping scope.
Make the allocated specification and document package contractual conditions. Any substitute grade should return to the customs and technical assessment before shipment. This reduces the risk of an attractive price turning into a delayed nationalisation or registration project.
