Reviewed 9 October 2026. Scope: permanent passenger-car imports from China. Commercial distribution, personal imports and special relief must be assessed under their own rules.
Malaysia’s policy now distinguishes imported complete vehicles from investment in local assembly. For a buyer sourcing a Chinese EV, the essential first checks are the applicable Approved Permit route, the July 2026 import thresholds and the exact vehicle’s registration evidence. Old articles about inexpensive, tax-exempt CBU imports are not a sound purchasing basis.
What changed in 2026: use the latest MITI conditions
MITI’s 6 May 2026 announcement states that, from 1 July 2026, CBU EV imports are subject to a minimum CIF value of RM200,000 and motor power of at least 180 kW. CIF means cost, insurance and freight; it is not the retail or on-the-road selling price. The announcement changes the earlier 200 kW minimum to 180 kW.
The same announcement allows specified existing, port and in-transit stock to be sold under the prior relaxation until depleted. That treatment should not be assumed for a fresh shipment ordered after the new conditions take effect. Require the Malaysian permit holder to identify the legal basis and stock evidence if a quotation relies on transitional treatment.
A purchase below the threshold can therefore be a regulatory problem rather than simply a good bargain. Obtain the importer’s written assessment of the exact vehicle and transaction before sourcing it. Do not artificially increase the invoice to make a car appear eligible; the declared value must reflect a defensible transaction.
Approved Permit: confirm who may import the vehicle
MITI describes AP as the relevant import/export licensing mechanism and publishes separate categories for franchise, open, individual and other routes. The existence of one route does not make its privileges transferable to another business. A permit for a used or reconditioned vehicle should not be treated as authority for unrestricted imports of new cars.
The 2026 franchise policy identifies brand restrictions and technical requirements. It refers to UN R100 version 3 certification and MS ISO 17840 information for first and second responders. Its January thresholds must be read alongside the later May announcement. Ask the permit holder to reconcile the issued AP conditions with the July CIF and power requirements, including any other price conditions applicable to its approval.
Establish the actual Malaysian entity, permit category, brand entitlement and approval responsibility. A foreign-vehicle entry permit for temporary road entry is a different matter from permanently importing and registering a purchased car. The sales contract should identify which licensed party performs the import and supplies the resulting records.
Tax policy: expired CBU exemptions and origin evidence
MIDA’s 2025 investment-performance report, published in 2026, records that the CBU EV exemptions ended in December 2025. The earlier import and excise exemption period should not be carried into a new 2026 commercial import calculation. Local-assembly incentives and the treatment of complete vehicles are distinct.
Have a Malaysian customs agent classify the vehicle and produce a current duty, excise and sales-tax calculation. Ask for the effective tariff or exemption measure, the valuation basis for each tax and the required origin evidence. This guide does not replace that assessment with an unverified flat percentage taken from an older dealer article.
A vehicle shipped from China is not automatically entitled to every China-origin tariff preference. Verify manufacturing origin, the applicable trade agreement and the prescribed certificate. Keep the customs calculation separate from MITI’s import-price condition: meeting the CIF floor does not itself exempt the vehicle from taxes.
Compare quotations on a common basis: vehicle, freight, insurance, applicable taxes, AP-related services, port and broker charges, inspection, registration and insurance. Request a second scenario if the claimed preference or transitional treatment is rejected.
JPJ type approval and the inspection route
JPJ states that Vehicle Type Approval is carried out on all new vehicle models before registration is allowed. The process assesses identity, dimensions, weight, construction and specification against Malaysian requirements. An AP and a customs release therefore do not establish that a new model has completed the registration approval process.
PUSPAKOM lists new or used imported vehicles to be registered with JPJ among the cases requiring Special Inspection. Confirm the inspection scope and any applicable approved-model arrangements with JPJ and the appointed inspection provider. Commercial-use vehicles can also have a separate initial-inspection route and subsequent operating requirements.
Ask the importer for the VTA status of the exact variant and the evidence schedule for the allocated cars. A model sold in another country may have different steering, lighting, charging equipment or weight. Obtain the assessor’s view of a factory RHD version before considering a China domestic-market specification or modification.
Documents and the sequence before shipment
Use a staged sequence: confirm the importer and AP route; assess current import conditions; establish VTA and technical evidence; identify stock; complete the agreed inspection and document review; book transport; submit customs declaration and pay assessed charges; complete the applicable inspection and JPJ registration stages.
Maintain a vehicle file containing contract, commercial invoice, VIN and production details, manufacturer specification, AP evidence, type-approval documentation, origin certificate where claimed, bill of lading and customs payment/release records. Confirm the receiving authority’s requirements for originals and translations. For a used car, preserve the prior registration history and the basis for the selected used-import route.
Make the quotation clear about who resolves approval queries and pays for modifications, storage or repeat inspections. Do not promise a handover date based only on a ship’s ETA. The critical timetable includes permit readiness, technical assessment, border clearance and registration.
Continue planning your China EV import
Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Malaysia enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.
Comparing destinations? Read the separate guides for Philippines, Thailand. Their tax and registration rules apply to those markets and must not be carried over to Malaysia.
Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.
Operating suitability and a useful sourcing request
Check the actual charging ports, communication protocol, compatible local equipment and diagnostic access. Require a recorded charging demonstration for the chosen specification. Assess the practical warranty, parts supply and manufacturer support separately from the initial price.
For a distributor, include responder information and battery identification in the document package, then assign local service and customer-support responsibilities. Chinese applications or connectivity subscriptions need their own local-function review. A recognised brand does not establish that its domestic-market car carries the Malaysian distributor’s warranty.
Request a Malaysia EV export quotation →. Provide the selected model, quantity, Malaysian AP holder, applicable approval conditions and destination port. Auto From China can prepare the stock specification, inspection evidence and shipping quotation for that defined import project.
