Import Electric Cars from China to the Philippines: Zero Duty, VAT and DOE Recognition

Reviewed 9 October 2026. Scope: permanent passenger-car imports from China. Commercial distribution, personal imports and special relief must be assessed under their own rules.

The Philippines provides tariff relief for specified electric and hybrid vehicles, but customs duty, automobile excise and import VAT are different liabilities. For a Chinese EV purchase, accurate model classification and a complete importer document trail matter as much as the headline tax incentive.

Background: a viable purchase starts with the local importer

Identify whether the transaction is a new-car commercial import, a qualifying used import or a special personal arrangement. Have the Philippine importer and customs broker assess the exact vehicle before the exporter allocates stock. Record the factory grade, VIN, production date, propulsion architecture and prior registration history.

A car sold as “new” in an online listing may already have been registered abroad. Disclose that history so the importer can determine whether a restricted used-import route applies. A low odometer reading is not a substitute for the relevant legal classification. Avoid placing an order until the receiving party confirms eligibility and the technical-registration route.

EO 62: zero customs duty has a defined scope

The Presidential Communications Office’s explanation of Executive Order 62 describes zero tariff treatment through 2028 for listed electric-vehicle categories, expanded to include hybrids and plug-in hybrids. The covered tariff lines and vehicle description determine the benefit. This is customs-duty relief, not a statement that every border charge is zero.

Ask the broker to show the precise classification and EO 62 measure used on the declaration. A complete vehicle, a battery, a conversion kit and other components need their own classifications. The powertrain should be described accurately: a battery-electric car, a plug-in hybrid and a non-plug-in hybrid are distinct products even when the seller uses the broad term “EV”.

Generic Customs vehicle guidance also contains ordinary vehicle duty examples. Those examples should not override the later EO 62 treatment for a covered line. Keep the order, tariff evidence and actual declaration date in the transaction file so the quoted incentive can be checked against the assessed result.

Excise tax: BEV exemption and the DOE recognition list

BIR Revenue Regulations 1-2025 state that purely electric automobiles are exempt from automobile excise, while hybrid vehicles are subject to 50% of the otherwise applicable excise. Before removal from the manufacturing plant or Customs custody, BIR refers to the Department of Energy’s Electric Vehicle Recognition List for the vehicle’s classification.

The regulation identifies BEV, PHEV and HEV information in that list and preserves BIR’s post-verification authority. A seller’s brochure or “new energy” badge does not by itself establish the tax result. Have the importer match the exact make, model and specification to the recognition evidence used for the assessment.

If a model is unfamiliar to the local importer, resolve recognition and classification before shipment. Ask who supplies the manufacturer information and who handles any agency query. A technically similar car already on the list should not be assumed to cover a different grade or propulsion system without confirmation.

VAT and landed cost: zero duty does not mean a tax-free car

The Bureau of Customs’ vehicle guidance states import VAT at 12% of landed cost plus automobile excise. For a qualifying BEV with no automobile excise, import VAT still needs to be assessed on the applicable landed-cost base. A hybrid’s excise treatment can change that base and the total payment.

Request an itemised calculation of customs value, tariff duty, automobile excise, VAT and all associated clearance costs. Have the broker explain the components of landed cost used for the declaration. Keep freight, insurance, terminal handling, broker services, inspection and local delivery identifiable. A total described simply as “all taxes” is difficult to reconcile.

For a business purchase, separate border payment from any later VAT accounting or recovery. Obtain advice on the purchaser’s own tax position instead of treating a dealer’s accounting treatment as available to every buyer. Compare offers at the same point of delivery and registration, with an allowance for examination or document delays.

Customs formalities and the declaration deadline

BOC’s import guidelines require importer accreditation through its relevant office before the transaction. A formal import uses the e2m goods-declaration process with the supporting commercial and regulatory documents. The guide states a declaration deadline of 15 days from discharge of the last package, with a further 15-day extension available on a valid, timely request.

Assign that deadline to a named party before the vessel arrives. Prepare the invoice, packing list, bill of lading, vehicle identifiers, required agency documents and origin evidence where relevant. Keep the consignee, importer and ownership chain consistent. A carrier’s arrival notice does not demonstrate that the goods declaration has been filed.

Ask for submission acknowledgement, assessment, tax receipts and release evidence. If an agency query affects the timetable, have the broker address the extension procedure before the deadline expires. The guide warns that late filing can lead to implied abandonment; this should be managed as an operational deadline, not discovered when port storage has accumulated.

Used imports and LTO registration need separate evidence

BOC’s vehicle guidance identifies restricted used-import arrangements and the need for the relevant prior authority, such as the DTI-FTEB process where applicable. A commercial dealer should not copy a returning resident’s personal-import concession. Establish the route and required permission before a previously registered vehicle leaves China.

LTO’s published initial-registration charter identifies evidence including the Certificate of Stock Report and PNP-HPG vehicle clearance, with requirements dependent on the vehicle route. Have the local importer obtain the current checklist for the exact new or used transaction and arrange the relevant stock-reporting, inspection, clearance and registration stages.

Keep a VIN-based file of ownership, invoice, factory specification, foreign records where relevant, import permissions, declaration and tax evidence, recognition/classification records and registration documents. Confirm original-document and translation requirements with the receiving office. Do not arrange ordinary road use solely on the strength of Customs release.

Continue planning your China EV import

Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Philippines enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.

Comparing destinations? Read the separate guides for Thailand, Singapore. Their tax and registration rules apply to those markets and must not be carried over to Philippines.

Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.

Charging, support and a quotation that can be executed

Verify the actual AC and DC ports and charging protocol against the intended local equipment. Request a charging demonstration and battery identification. For a used vehicle, add a documented diagnostic and condition inspection. Agree who provides parts, software support and warranty service after delivery.

Request a Philippines EV sourcing quotation →. Send the model, original grade, quantity, destination port, importer details and recognition or approval evidence requested by your local specialist. Auto From China can coordinate stock selection, an inspection scope and an itemised shipping quotation.

Use purchase conditions covering allocated vehicle identity, the agreed documentation and approval of any substitute specification. This gives the buyer a concrete export package to clear and register, while leaving agency classification and approval with the responsible Philippine authorities.
