Import Electric Cars from China to Singapore: LTA Approval, COE and 2026 Incentives

Reviewed 9 October 2026. Scope: permanent passenger-car imports from China. Commercial distribution, personal imports and special relief must be assessed under their own rules.

Singapore combines vehicle import controls with technical approval and a quota-based registration system. The landed vehicle price is only one part of the investment. A China-market EV should be selected against its actual Singapore approval route, not against the badge of a superficially similar car sold by a local distributor.

Background: a small market with substantial registration costs

Start with a manufacturer-built right-hand-drive specification. LTA allows only right-hand-drive cars to be registered for use in Singapore. Require the original grade, production date, steering position and compliance evidence before reserving stock. A proposed steering conversion needs an assessment of the resulting approval evidence and cost; it should never be presented as a routine accessory change.

Identify the importer of record and the dealer or specialist handling LTA approval. Ask who supplies the manufacturer documents and who will respond to technical queries. For an unfamiliar domestic-market model, obtain an evidence assessment before paying a non-refundable deposit. A valid Chinese registration record does not establish Singapore road eligibility.

New versus used: classification affects the project

LTA’s car import manual sets specific conditions for registration as brand new, including direct manufacturer supply and arrival deadlines. Its alternative route for certain cars registered in a country with equivalent or higher standards also has registration, deregistration and arrival limits. A vehicle advertised as “zero kilometre” is not automatically new under these rules.

Used cars must be less than three years old when registered, and attract a S$10,000 used-import registration surcharge. Allow time for evidence checks and inspection before the age limit is reached. Obtain the full foreign registration and deregistration history. Ask the approval specialist to classify the transaction before the seller structures the export paperwork.

For stock that has already been registered in China, disclose that history immediately. Do not replace a registration record with a seller’s statement that the car has never been driven. Identity, dates and the legal import route must agree throughout the file.

Customs: OMV assessment, 20% excise duty and GST

LTA’s import overview states excise duty of 20% of Open Market Value and GST of 9% on the vehicle value, freight, insurance and excise duty. Customs valuation can differ from the negotiated purchase price. Have the declaring agent calculate the applicable value and tax base using the actual transaction and shipping documents.

Singapore Customs describes a valuation application, approval letter and TradeNet payment-permit process. For the stated route, the In-Payment permit is obtained within three months of the approval letter. The declaration includes the approved unit price, delivery term, currency, invoice, product code and vehicle identifiers. Clearance from the port or licensed warehouse follows the relevant payment and release requirements.

Require a cost sheet separating vehicle value, freight, insurance, duty, GST, declaring-agent charges and storage. If a warehouse sale changes the GST valuation treatment, have the agent explain the applicable basis. Do not copy another importer’s tax calculation without checking its transaction structure.

2026 EV incentives: registration date matters

LTA’s September 2025 announcement gives the 2026 EV Early Adoption Incentive as a 45% rebate on Additional Registration Fee, capped at S$7,500. EEAI ends on 31 December 2026. Its 2025 S$15,000 cap should therefore not be used in a 2026 purchasing budget.

For cars, the announced VES Band A rebate is S$22,500 in 2026 and S$20,000 in 2027. Only fully electric cars receive VES rebates in those years; hybrids do not. The minimum ARF after these rebates remains zero through 2027. The maximum combined 2026 rebate of S$30,000 is subject to the vehicle’s assessed ARF and eligibility, rather than a guaranteed cash payment to every buyer.

Price the project against its likely registration date. A vessel arriving late in December does not guarantee registration before EEAI expires. Prepare a second budget without that incentive if approval, inspection or documentation may push registration into 2027. Keep taxi figures separate from passenger-car figures.

LTA approval, inspection and COE: assign each stage

The manual describes a VITAS vehicle-approval application, verification, inspection and issue of a Vehicle Approval Code. It also requires an appropriate Certificate of Entitlement and motor insurance for registration. Obtain the technical specialist’s document schedule rather than assuming that the customs permit completes registration.

Separate COE cost from import taxes and ARF. Use the current bidding result or procurement quotation for budgeting; the premium is not a fixed import charge. Ask the specialist to confirm the vehicle’s COE category from recognised power evidence, rather than relying on a China brochure’s marketing power figure.

Create a VIN-based file with manufacturer specifications, invoice, ownership history, bill of lading, customs valuation and permit, the approval correspondence and inspection outcome. Confirm English translation requirements and the OBU compliance evidence with the specialist. Leave enough time to resolve manufacturer queries before arranging delivery to the customer.

Continue planning your China EV import

Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Singapore enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.

Comparing destinations? Read the separate guides for Malaysia, Philippines. Their tax and registration rules apply to those markets and must not be carried over to Singapore.

Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.

Commercial controls and an export enquiry

Test the actual AC and DC charging interfaces against the intended Singapore equipment. Request a recorded charging check, identify the supplied cables and determine whether any adapter has the necessary technical approval. Establish local diagnostic support, spare-parts access and warranty responsibility before agreeing a fleet price.

A dealer’s procurement specification should include the exact grade, steering position, evidence route, allocated VINs and a condition preventing undocumented substitutions. Decide who bears storage or reinspection costs if the car differs from the approved specification. Connected applications, navigation and driver-assistance services need a separate local-function check.
