Import Electric Cars from China to Cameroon: 2026 EV Tax Relief, e-GUCE, BESC and Clearance Guide

Reviewed 9 October 2026. A China-to-Cameroon EV order should establish whether the car is legally new, the exact powertrain classification and the responsible importer before freight is booked. New-electric-vehicle tax relief and the revised used-car clearance process are different rules. A low-mileage registered EV cannot be priced as new merely because its condition looks excellent.

Background: combine the purchase, tax and port files

The transaction needs a commercial specification, an accepted customs classification and a documented port-release process. Select the destination handling team early and have it review the car, invoice and planned sailing. An exporter’s description of a green vehicle is not enough for a tax concession tied to particular tariff subheadings and new condition.

For a passenger fleet, plan depot charging and service capability alongside the purchase. Ask who can diagnose the chosen model, obtain replacement parts and support the charging system. For a dealer, define the customer information and after-sales package before offering vehicles whose software or assistance features were designed for the Chinese domestic market.

EV incentive: 50% taxable-value reduction for defined new vehicles

The Customs publication of Finance Law 2025 provides a 50% reduction of taxable value for listed new electric vehicles and motorcycles, their batteries and charging stations, for twenty-four months. The specified passenger-car lines include 8703.80.10.100 and 8703.80.90.100. The measure is a reduction of an assessment base; it is not a promise that every tax or the total landed cost is cut in half.

Have the declarant confirm the current application at the planned import date, the correct subheading, the new-condition evidence and which tax bases the administration reduces. Keep the normal customs value and the adjusted base visible on the written estimate. The published pure-electric lines do not establish the same treatment for every hybrid or range extender.

Buyers comparing a used EV with a new one need two assessments. Do not apply the new-vehicle concession to a previously registered car without an explicit lawful basis. Likewise, a charging station shipped separately needs its own description and classification; attaching it to a vehicle order does not remove its declaration requirements.

e-GUCE and the current used-vehicle procedure

GUCE’s notice updated in March 2026 says the former PIVO entry has been withdrawn from e-FORCE. Its replacement sequence includes importer registration or special authorization, a mandate to an approved customs agent, an import declaration on e-FORCE/e-GUCE, a CNCC BESC linked to the GUCE reference, vehicle dispatch details and CIVIC, followed by CAMCIS declaration, payment and port release.

The GUCE notice identifies a used-vehicle verification charge of 29,813 CFA francs including tax from 1 July 2025. The 2026 excise table must be read by powertrain and vehicle category: Customs Circular 410 of 18 May 2026 lists 0% excise for vehicles and motorcycles with electric motors regardless of age. The combustion-vehicle age and displacement bands should not be applied to a BEV by default. Zero excise is not zero customs duty or VAT; obtain the complete assessment for the actual vehicle.

Ask the agent to identify the actual procedure for the selected new or used car and to supply a dated file checklist. An instruction to select an unavailable PIVO option is a sign that the handling plan has not been updated. Save the accepted declaration and payment references rather than rely on screenshots from an older training guide.

Pre-shipment declaration and documentation controls

The Customs 2025 publication requires a prior import or export declaration through the single window for operations exceeding one million CFA francs FOB, using an approved customs intermediary. Establish the correct importer and declaration reference before allowing the shipment to advance. Confirm banking, insurance and cargo-tracking requirements with the responsible parties for the actual operation.

File component Procurement question
Importer and agent Who holds the accepted status and who is authorized to submit the file?
Vehicle and invoice Do the VIN, condition, battery and powertrain match the proposed classification?
New/used evidence What factory or registration records establish the legally relevant condition?
Transport and BESC Do the cargo reference, bill of lading and GUCE file reconcile?
Assessment and release Who collects the receipts and documents needed by the owner?

Provide actual commercial records, freight and insurance evidence and the technical data requested by the declarant. Agree who corrects an invoice or transport discrepancy before the vessel reaches the port. Keep a VIN schedule for multi-car shipments and do not change an allocated vehicle without having the revised identity approved in the file.

Build an itemized landed-cost budget

Separate purchase price, China handling, freight, insurance, government taxes, verification costs, agent fees, terminal charges, storage, delivery and registration. Ask for the legal rate and base of every customs component. A percentage saving on one taxable base does not establish the buyer’s final saving after all other charges.

GUCE describes SIMPA as a tool for estimating duties, fees and other trade expenses. Use a simulation as a planning aid and preserve the input assumptions. The final declaration and accepted assessment still need the actual vehicle information. Avoid presenting a generic calculator output as a binding tax ruling or a guaranteed delivered price.

Request quotation validity, storage-free time where offered and the trigger for additional charges. If shipment timing changes, update the assessment before dispatch. Have the broker check current law and notices rather than assume that a previously approved concession applies to a later import indefinitely.

Technical acceptance, registration and charging

Ask the receiving team to approve the technical and ownership file required for registration before purchase. Confirm the accepted vehicle category, steering layout, lighting and identity records for the offered specification. Customs release is one stage; obtain the registration, insurance and any fleet operating documents required for the intended road use.

Include charging operation, underbody condition and supplied equipment in the China inspection. A used EV needs particular attention to battery-enclosure damage, water exposure, repairs and diagnostic faults. Record the method used and agree how unacceptable findings will be resolved before shipment.

Have a qualified installer check the electricity supply at the proposed charging location. Verify connectors and charging communication, and plan for the required daily charging window. Confirm practical support for diagnostics and parts, and explain any destination limits on connected services to the end user before the vehicle is sold.

Continue planning your China EV import

Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Cameroon enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.

Comparing destinations? Read the separate guides for Gabon, Nigeria. Their tax and registration rules apply to those markets and must not be carried over to Cameroon.

Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.
