Reviewed 9 October 2026. An EV import into Gabon needs a documented vehicle-admission review, a maritime cargo-tracking file where shipped by sea, a customs assessment and a registration plan. Several old webpages still quote earlier used-car age limits. Use the later amendment and confirm the actual vehicle’s age calculation before committing to export.
Background: build one file for the vehicle and the shipment
Identify the importer, consignee, proposed port and destination handler at the start. Record whether the vehicle is new, previously registered or used. These descriptions must remain consistent in the purchase specification, cargo-tracking application, customs file and registration records. A dealer’s marketing description of a nearly new car does not resolve its administrative status.
For a fleet, define passenger requirements, daily routes, charging windows and service support before selecting battery capacity. Obtain a local charging-site assessment and identify a workshop that can diagnose the offered model. These purchase controls help determine whether the proposed vehicle is practical after clearance rather than simply attractive at the export price.
Used-car policy: the later ten-year limit
Frabemar, identifying itself as an agent of the Conseil Gabonais des Chargeurs, reports that the presidential amendment of 16 January 2024 and CGC Circular 000001/2024 extended the import age limit for all used-vehicle types to ten years. The Official Gazette’s decree register identifies Decree 0036/PR/MTMMM as amending Article 3 of the 2015 vehicle-import decree. Older three-, five- or six-year summaries should not be used as the current purchase rule.
Have the local authority or authorized handling agent confirm the age evidence and calculation for the exact car before loading. Supply manufacture and first-registration records instead of calculating age from a marketing model year. Ask whether an import authorization or further technical approval applies to the transaction. This guide does not establish an automatic exemption for a used EV above the limit.
For a new car, obtain written acceptance of the offered steering position, technical identity, seats and powertrain. If a seller proposes modifications, have their approval and technical implications reviewed before including them in the contract. Registration acceptance should be checked for the actual China-market specification.
Maritime BIETC: documents and timing
CGC describes BIETC as its electronic cargo-identification and traceability document. Its maritime checklist includes the transport contract, freight invoice, supplier invoice, export-customs record described as EX1 and vehicle registration document. Ask the appointed China-departure representative to confirm the accepted equivalent export evidence and the record required for an unregistered new vehicle.
The published sequence is account access, purchase of the bordereau through the appropriate CGC representative, prior approval and definitive validation. CGC states that the prior visa authorizes loading and that shipments from Asia have fifteen days after vessel departure for final validation. Charges are set per individual bill of lading according to departure zone. Have the handler verify the current workflow, fee and submission schedule before sailing.
| Control | What to agree |
|---|---|
| China-departure representative | Who obtains the bordereau and checks the vehicle and export attachments. |
| Prior approval | Who provides approval evidence before loading is released. |
| Final validation | Who updates final transport data and monitors the applicable deadline. |
| Consignee and VIN schedule | How changes are corrected consistently across the shipment file. |
Build these tasks into the shipping instructions. A number appearing on a draft invoice should not be treated as proof of a validated BIETC. Require the relevant approval record and keep it with the final bill of lading. For a different transport mode, consult CGC’s separate procedure; maritime deadlines should not be copied into an air or land shipment plan.
Customs assessment: obtain the BEV line and every charge
Have the declarant classify the exact vehicle and produce a dated estimate from the applicable tariff and fiscal rules. A battery-electric car, plug-in hybrid and range extender need distinct descriptions. Give the declarant the manufacturer specification and the actual registration history. This guide does not verify a blanket zero-duty or VAT exemption for China-origin passenger EVs in Gabon.
The estimate should identify customs value, duty, any applicable excise or other levy and the VAT treatment. If relief is claimed, obtain the legal provision and the goods/importer conditions rather than accept the term green incentive as evidence. Ask whether an approval is needed and which document will establish entitlement on the declaration.
Separate taxes from cargo-tracking charges, shipping-line release costs, terminal handling, agent services, storage and local delivery. Confirm quotation validity and currency assumptions. For a comparison between new and used cars, request two assessments using the same service scope so the lower advertised vehicle price does not hide different import charges or missing registration evidence.
Release, technical review and registration
Before sailing, have the destination team obtain the current vehicle-registration checklist from the competent road-transport service. Ask which customs release, ownership, foreign-registration/export, technical-inspection and insurance records are required for this configuration. This is a pre-purchase verification task; it is not a claim that every applicant has an identical national checklist.
Agree who collects originals and who arranges any testing appointments. Customs release, carrier delivery and road registration are separate milestones. Retain the declaration and receipts against each VIN, and plan any permitted movement from port storage to inspection. A passenger-service fleet should also confirm its operating authorizations.
EV condition and charging support
Commission an inspection that records both charging inlets, supplied accessories, battery-enclosure condition and an observed charge session. For a used car, agree the diagnostic method, repair-history checks and rejection criteria in advance. Confirm the functioning of cooling, cabin air conditioning and warning systems rather than infer readiness from exterior condition.
Have a qualified installer assess the destination supply and charger. Verify the actual charging communication and power limits, and test the proposed combination for a fleet. Budget diagnostic access, spare parts and downtime. Obtain explicit destination confirmation for warranties and connected services marketed for Chinese domestic customers.
Continue planning your China EV import
Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Gabon enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.
Comparing destinations? Read the separate guides for Cameroon, Angola. Their tax and registration rules apply to those markets and must not be carried over to Gabon.
Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.
Request a Gabon-specific export quotation
Send the exact grade, quantity, new or used condition and intended port. We can prepare a sourcing proposal with vehicle inspection and a defined shipping scope for your local admission, BIETC and customs review. Request a China-to-Gabon EV proposal →
