Reviewed 9 October 2026. Importing an EV from China into Angola requires more than a freight booking and customs invoice. The ANTT import authorization, vehicle technical approval, AGT customs process and road/ownership registration are separate parts of the transaction. Organize the responsible importer and the actual vehicle file before paying the exporter.
Background: a personal car and a resale shipment use different routes
Start by stating whether the EV is for an individual’s own use, a company’s own operation or commercial resale. A fleet enquiry should identify the operator and intended service, rather than assume that a private-use permission covers a business selling cars. Ask the Angolan adviser to approve the route, quantities and importer identity in writing.
For a China-market specification, also resolve charging, technical support and spare parts. A low purchase price is less useful if the selected configuration lacks an acceptable approval file or cannot be maintained locally. Record the original model code and grade so the adviser reviews the actual version rather than a similarly named car sold elsewhere.
Vehicle import policy: quantity, age and approval
Presidential Decree 155/20 provides that individuals may import a maximum of two new or used motor vehicles per year exclusively for their own use, obtaining an import authorization for each. Its ordinary used-vehicle limits include five years for light vehicles and eight years for heavy vehicles. The decree also identifies specific exceptional categories; these are not a general used-EV age exemption.
ANTT’s official explanation emphasizes prior homologation and warns that non-compliant imports can attract penalties or return to origin. It describes the light-vehicle five-year and heavy-vehicle eight-year limits, referring to first-registration, manufacturing or use records. Obtain the authority’s accepted age calculation for the proposed car, especially near a boundary.
Do not infer age from a marketing model year alone. Ask for the manufacture date, any previous registration and the original identification records. A nearly unused demonstrator may still be administratively used. Allow for sailing and clearance time, and agree what happens if a vehicle becomes ineligible before it can be admitted.
ANTT authorization: the current published document checklist
The ANTT road-services page provides separate application forms for individuals and companies, and for new and used vehicles. For own-use vehicle authorization, it lists the applicant’s NIF, two exterior three-quarter photographs, an interior photograph, the identification plate, the technical sheet, a pro forma or sale invoice, and registration evidence for a used vehicle.
The published authorization validity is three months. Its indicated processing period is up to seven days, which should be confirmed for the submitted case rather than treated as a delivery guarantee. The same page describes a distinct commercial import, trade and technical-assistance certificate requiring business and workshop evidence.
Plan the authorization validity around the actual shipment. Ask which date starts the period, whether an amendment is needed for a substituted VIN and what renewal process applies if transport is delayed. Keep a copy of the issued authorization in the clearance file; an application receipt is not the same as an approval.
| File component | Procurement control |
|---|---|
| Applicant identity and NIF | Use the same legal importer across the invoice and local applications. |
| Technical sheet and identification plate | Match the factory code, powertrain, seats and vehicle identifiers. |
| Required photographs | Photograph the allocated car clearly; avoid a generic advertisement as evidence of its condition. |
| Used registration evidence | Check the relevant date and ownership history before purchase. |
| Authorization validity | Track it against departure, arrival and clearance milestones. |
PICE, shipping documents and customs clearance
The government’s Integrated External Trade Platform, PICE, is designed to connect import administrative processes in a digital flow and provides shipment-certificate status functions. Have the local importer and broker confirm the current licensing and certificate steps for the chosen vehicle route. The exporter should work from their approved document instructions.
Prepare a reconciled invoice, vehicle schedule, transport document, freight and insurance evidence, and the applicable authorization and technical records. Check the consignee and importer names before final issue. For a container shipment, distinguish the container and seal numbers from the vehicle VINs. A container reference does not uniquely identify the car inside it.
Ask the shipping agent which shipment certificate and cargo-document requirements apply before loading, who submits them and when draft data must be approved. Keep the exporter, forwarder and Angolan broker on one agreed document version. Budget for port handling, storage and any correction charges rather than assuming an import authorization removes those costs.
Taxes: obtain the current national tariff assessment
Use AGT’s tariff and the actual vehicle classification to obtain an itemized customs estimate. Do not assume that an electric car is universally exempt from import duty, VAT or every other tax. This guide does not assign an unverified blanket EV exemption or import-duty percentage.
The assessment request should identify the full vehicle description, China origin, transaction value, freight and insurance. Ask the broker to state the legal basis for any relief, the tax bases, the exchange rate used and the quote’s validity. Separate customs payments from ANTT, port, broker and registration charges.
A useful cost sheet has a responsible party for every line. State what the China-side export proposal includes and what the Angolan buyer pays locally. A company comparing several cars should use consistent freight assumptions and the same intended operating route, then ask its tax adviser which amounts are recoverable and which remain final costs.
Registration and ownership after clearance
SIAC’s ownership-registration service lists a DTSER registration guide, sale document, identification and payment evidence for its initial imported-vehicle service. It publishes a separate company-owner checklist including the legal representative’s identification and the company’s fiscal record. Confirm the applicable service and complete file for the actual owner.
Do not confuse categories on an ownership-service page with the vehicle-import age restriction. Obtain the registration instructions from the receiving team before shipment and retain the original customs and vehicle documents. For commercial passenger or goods operation, ask what additional vehicle and service licensing applies after ordinary road registration.
Inspection, charging and a workable handover
Include charging tests, warning-light checks and supplied equipment in the pre-shipment inspection. A used EV needs additional checks for battery enclosure damage, water exposure, structural repairs and diagnostic faults. Store the photographs and test records against the VIN, and define purchase rejection criteria before the balance is paid.
Have a qualified local installer assess the proposed home or depot supply and charger installation. Confirm connector and communication compatibility instead of relying on the presence of an adapter. Agree who supplies replacement components and technical diagnosis after delivery, and clarify any geographic limits on connected services or warranty coverage.
Continue planning your China EV import
Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Angola enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.
Comparing destinations? Read the separate guides for Namibia, South Africa. Their tax and registration rules apply to those markets and must not be carried over to Angola.
Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.
Request an Angola-ready export quotation
Send the intended import route, owner or company, quantity, exact factory grade, new or used requirement and destination port. We can prepare the vehicle specification, inspection proposal and shipping scope for your ANTT and customs advisers to review. Request a China-to-Angola EV quotation →
