Reviewed 9 October 2026. Importing an electric car from China into Senegal requires attention to the revised used-vehicle age rules, the competent customs office, the declaration and valuation file, and the documents needed to move from customs release to lawful road registration. The important recent change is Decree 2025-1752: older guides repeating an eight-year limit for passenger cars do not reflect that amendment.
Background: assess the actual vehicle and its intended use
Buyers should distinguish a new unregistered vehicle from a used car, and a passenger car from a goods vehicle or vehicle used to transport passengers commercially. The same marketing label, such as “electric SUV,” does not answer every administrative question. Seat count, permitted mass, previous registration and powertrain determine which file the local importer must prepare.
For China-market EVs, decide how the car will be charged and maintained in Senegal before committing to shipment. A fleet using a controlled depot and a private buyer relying on public charging have different procurement priorities. The best comparison is the cost of a vehicle that can be cleared, registered, charged and serviced, rather than a China retail-price comparison alone.
Current used-vehicle age policy: the October 2025 amendment
Decree 2025-1752 of 24 October 2025 amended Article 3 of Decree 2001-72. The text was published in Official Gazette 7863 on 22 November 2025, printed page 1525. It prohibits the following used categories beyond the stated age:
| Vehicle category in the decree | Prohibited age |
|---|---|
| Passenger cars | More than 10 years |
| Utility vehicles below 3.5 tonnes permitted total weight | More than 10 years |
| Passenger-transport utility vehicles with at least seven places | More than 10 years |
| Goods-transport utility vehicles above 3.5 tonnes permitted total weight | More than 15 years |
The amendment changes the earlier passenger/light-utility threshold from eight to ten years and the heavier goods-vehicle threshold from ten to fifteen. It does not create a separate general age exemption for electric passenger cars. Have the broker confirm the category, documentary age basis and relevant import date for the proposed VIN, especially for vehicles close to a threshold.
Do not treat an eligible age as evidence of acceptable condition. A used EV may still need ownership verification, a readable identification record, technical checks and a realistic battery assessment. Allow transport time when selecting a car near the limit, and agree what happens if the final eligibility check fails before loading.
Dakar customs clearance: prepare the right office and file
The Finance Ministry’s vehicle-clearance service states that the main competent offices are Dakar-Port Nord and Dakar-Port Sud. It lists exceptional circumstances in which regional offices may be authorized, including specified suspensive-regime clearances and certain immobilized or damaged vehicles. Do not assume any regional office can routinely clear a China-to-Senegal passenger-car shipment.
The Ministry lists the vehicle registration card, purchase invoice or valuation document, owner identification, bill of lading or transport document, customs declaration and additional documents requested by Customs. For a new vehicle without a foreign registration card, obtain the accepted manufacturing and ownership-document substitute from the local agent before shipment. Keep the VIN consistent on the invoice, specification, inspection and declaration data.
Procedure from China purchase to customs release
- Approve eligibility. Confirm new or used status, vehicle category, age evidence and the intended importer.
- Prepare the transaction. Agree the factory grade, ownership record, invoice, origin evidence, destination and freight scope.
- Confirm pre-import formalities. Have the Senegalese agent identify the current declaration, import-reference and payment requirements for the shipment before loading.
- Submit to the competent customs office. Provide the complete vehicle and transport file for document checks and valuation.
- Pay the assessment. Retain the official calculation and receipts for the applicable duties, taxes and other charges.
- Obtain release documents. Preserve the documents required for consumption, verification and subsequent road-registration steps.
Use a single agreed vehicle file from purchase through release. If a detail changes before shipment, correct the invoice and associated records together. An exporter’s assurance that “Senegal accepts the model” should be supported by the local importer’s actual eligibility check.
CMC and vehicle verification are part of the registration file
The Certificat de mise à la consommation, or CMC, is among the documents listed in the Interior Ministry’s verification file. Arrange its issue with the customs-clearing agent and retain it for the local process.
The Interior Ministry’s imported-vehicle verification service asks for CMC, the customs declaration certificate, the imported vehicle’s registration card and the owner’s identity-card or passport copy. The vehicle is presented with its documents; the national bureau checks whether it is reported stolen and the file proceeds through the stated police process. Ask how a new, previously unregistered vehicle’s manufacturing and ownership papers are handled rather than inventing a foreign registration record.
Agree with the local agent which documents go to the technical and registration authorities after customs release. Obtain local insurance and satisfy the accepted registration procedure before using the car on public roads. A port release and an overseas number plate should not be treated as a complete Senegalese registration.
Taxes, charging and the cost of a usable vehicle
The Finance Ministry states that clearance cost depends on vehicle FOB value, freight, current duties and taxes, and vehicle category and characteristics. This review does not establish a blanket zero-tax entitlement for Chinese electric cars. Ask for a shipment-specific tariff classification and assessment separating duty, VAT, other government levies and commercial service fees. A PHEV or range-extender requires its own technical classification.
For charging, specify the actual AC and DC inlets, onboard charger and locally available equipment. Have a qualified installer assess the parking location and electrical supply. Ask for a demonstrated charging session and written service arrangements for diagnostic access, replacement parts and battery-related faults. For a used vehicle, compare battery-condition evidence from the actual car with the intended route distances and daily charging opportunity.
Arrange a pre-shipment inspection recording VIN, offered condition and agreed accessories. Include freight, insurance, terminal handling, clearance, storage contingency, registration and charger installation in the budget. Document who pays for delays if the invoice or ownership file needs correction.
Continue planning your China EV import
Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Senegal enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.
Comparing destinations? Read the separate guides for Côte d’Ivoire, Cabo Verde. Their tax and registration rules apply to those markets and must not be carried over to Senegal.
Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.
Request a China-to-Senegal vehicle quotation
Send the model and grade, new or used condition, first-registration information where relevant, quantity, intended use and destination. Include the age and document requirements confirmed by your Senegalese agent. Request an itemized sourcing, inspection and export-logistics quotation →. The supplier’s scope should identify the vehicle and export documents clearly, while the local importer confirms current clearance and registration requirements.
