Reviewed 9 October 2026. Low mileage does not tell an overseas buyer which China export procedure applies. A recently registered car can be offered as a used vehicle while its odometer looks almost new. For 2026 orders, check the registration record and the exporter’s document route before treating that offer as equivalent to a factory-new export.
What China’s 180-day requirement actually covers
The four-department notice 商贸函〔2025〕648号, published on 11 November 2025, adds a requirement from 1 January 2026 for used-car export applications within its 180-day registration-age band, expressly including day 180. The exporter must provide a confirmation of after-sales repair service issued and stamped by the vehicle manufacturer. It must identify the destination country, vehicle and service outlet. Without that required document, the export licence is not issued.[1]
The notice also requires export-licence application details, including the brand, model and registration/transfer dates, to agree with the vehicle registration certificate. It includes a transitional provision for vehicles that had already completed the transfer-registration-for-export procedure before implementation.[1] Ask the exporter to explain the applicable case using the actual record; a sales label such as “zero mileage” does not answer it.
Separate the dates buyers often confuse
Keep production date, first registration date, transfer-for-export date and proposed licence-application date as separate fields. Record the supporting document beside each one. An older production date does not demonstrate that the relevant registration period has elapsed, and a listing’s model year is not registration evidence.
For a provisional enquiry without a VIN, request the proposed route and the document responsibilities. Once the VIN is allocated, update the file and have the exporter confirm the date calculation and licensing position. Do not build the loading schedule around a verbal assurance that a car is “old enough”.
A buyer’s document matrix
| Record | Buyer’s check |
|---|---|
| Vehicle identity | VIN, factory model, grade, energy system and offered condition agree across records. |
| Registration history | Relevant dates are legible and traceable to the registration certificate. |
| Export route | The responsible exporter identifies the applicable new/used procedure and licence evidence. |
| Manufacturer confirmation | Where required, vehicle, destination, service outlet and manufacturer stamp are present. |
| Commercial documents | Invoice, exporter, importer and destination descriptions can be reconciled. |
| Inspection and transport | Condition evidence and carrier acceptance refer to the allocated VIN. |
| Destination eligibility | The local agent accepts the condition category and approval evidence for that country. |
This matrix is a recommended purchasing control. It is not a claim that every row is the complete statutory file for every export or destination. Use it to identify who supplies each required record and when it must be available.
Read the service confirmation as a defined document
Ask which outlet will provide the stated service, what work it can perform, how the importer contacts it and how parts are supplied. Keep the confirmation with the commercial after-sales agreement. If the destination changes after the document is issued, return it to the exporter for review instead of assuming it covers the new country.
Do not equate this confirmation with every benefit in a China domestic warranty brochure. Ask separately for the warranty provider, territorial scope, transfer conditions, labour and parts responsibility and claim procedure. The export document, the seller’s commercial commitment and manufacturer warranty terms answer different questions.
Export licensing, destination approval and carrier acceptance are separate
A China-side licensing file does not settle the receiving country’s new/used classification, age limit, steering rule or registration process. Start with the country import-guide directory. For example, review the destination-specific requirements in the Kenya, Nigeria or Australia guide before accepting the offered vehicle.
The carrier also uses its own acceptance process. Wallenius Wilhelmsen’s current instructions distinguish used alternative-fuel vehicles and require diagnostic and condition evidence. Its used-BEV entry has a restriction with a special-inspection/approval exception.[2] That is one carrier’s published position, not a universal rule allowing or banning all used EV shipments.
Make the purchase sequence conditional on evidence
- Define the exact vehicle and ask the exporter to identify the proposed legal export route.
- Review destination eligibility and the registration record before finalizing the order.
- Obtain the manufacturer service confirmation where the notice requires it.
- Match the VIN to the inspection file, licence and commercial documents.
- Obtain written acceptance from the selected carrier for the vehicle category and sailing.
- Approve loading only after the agreed evidence and commercial conditions are complete.
For an order with several cars, maintain these fields by VIN. One car’s date or confirmation cannot be used as evidence for the rest of the batch. If a vehicle is substituted, reopen its document review and acceptance decision.
Request a document-led sourcing enquiry
Send the model, quantity, destination and new or used requirement. If a vehicle has already been offered, include the registration-date information and list the documents still missing.
