A China-Market EV Without a CoC: Preparing an IVA File for Great Britain

The absence of a usable Certificate of Conformity does not by itself answer whether a China-market EV can be registered in Great Britain. It means the buyer must identify an accepted approval route and establish whether the exact car can meet it with the available evidence and any required work.

For a single or very small number of cars, Individual Vehicle Approval may be the relevant route. It is not a guarantee of a pass, a substitute for technical documentation or a generic authorization to import an unlimited dealer stock batch.

Identify the approval route before purchasing

GOV.UK’s import-approval guidance distinguishes vehicles registered in the EU from those outside that framework. DVSA’s car IVA guidance, updated 6 July 2026, addresses a single car or very small number and applies to England, Scotland and Wales.

Northern Ireland has separate guidance and should not be treated as the same approval case. This article focuses on Great Britain. Have DVSA or a qualified approval specialist confirm the category and requirements for the actual vehicle and applicant.

A useful dossier is more than a specification brochure

Dossier item Procurement purpose Check before buying
VIN, year and status Identifies the exact approval candidate Original build and registration records available
Manufacturer model code Links evidence to the correct configuration No unrelated export version substituted
Technical specifications Supports the application and assessment Relevant masses, seating and systems documented
Required system evidence Addresses the applicable IVA requirements Specialist confirms documents are sufficient
Proposed adaptations Establishes work, cost and verification Accepted plan rather than cosmetic assumptions
Ownership and import records Supports customs and later registration Consistent purchaser and vehicle identity

The precise technical evidence should follow the relevant application and inspection requirements. Do not invent a universal list that guarantees acceptance for every EV. A missing manufacturer response can be a material purchase risk even where a model has attractive equipment.

Do not confuse full IVA with GB conversion IVA

GB conversion IVA relates to the relevant EU-approved route described by the government. A China-market car without the applicable EU approval is not automatically converted into that case by adding a rear fog lamp or changing the speed display.

Ask the specialist which scheme applies and what each required adaptation proves. Lighting, markings, instruments and other vehicle systems need assessment against the actual requirements. A CE mark on a charger or another accessory is not whole-vehicle road approval.

Where the same brand sells an official UK car, request evidence that applies to the imported specification. Brand presence is not proof that the China VIN shares the type approval, charging connector or support entitlement of the UK-market vehicle.

Keep customs, NOVA and registration separate

The government import process describes customs declarations, applicable taxes, HMRC notification and vehicle registration as distinct steps. NOVA guidance explains notification arrangements that depend on importer status and how the car is brought in.

Do not assume a customs release is a DVSA pass or that a completed technical approval removes the need for the accepted HMRC and DVLA records. Assign responsibility for each stage and retain the supporting documents.

Build a full budget for freight, customs, approval work, test fees, any repeat work, local transport and registration. An old estimate from a different imported model is not a reliable fixed conversion price for the proposed EV.

Verify charging and software as purchase conditions

A China GB/T vehicle can create a separate charging-compatibility issue. Establish the accepted AC and DC arrangement before delivery; an adapter’s appearance does not prove active DC protocol conversion or electrical compatibility.

Confirm interface language, authorized app access and the features the seller includes in the contract. Do not assume that navigation, subscriptions or driver assistance demonstrated in China will function identically in Great Britain.

For a used car, inspect battery condition, damage and recall remedy status. IVA is not a prediction of remaining battery life or the commercial quality of the purchase.

Use a conditional procurement sequence

Start with the specialist’s route assessment, then obtain the exact vehicle dossier and adaptation budget. Agree how missing evidence or a failed eligibility review affects the contract before final payment. Book shipment after the approval plan is sufficiently established for the buyer’s circumstances.
