A brand selling EVs in Australia does not establish that an independently purchased China-market version is eligible for the same Australian approval. The exact vehicle, configuration and importing route matter.

Before paying a deposit, determine whether the car has an available approval path and what evidence or work that path requires. Shipping first and asking later can create a customs-control and storage problem rather than a useful saving on the purchase price.
For a new factory-order vehicle, we can coordinate an RHD enquiry through manufacturer relationships. The particular model’s factory availability and Australian approval path remain separate confirmations. Obtain the export-version schedule before VIN allocation and reconcile the allocated VIN later; a local-market brochure alone does not establish that correspondence.
Import approval comes first
The Australian infrastructure department’s vehicle import guidance states that approval is required before importing a road vehicle and describes ROVER as the application system. It also explains that a vehicle arriving without approval will not be released by ABF and may incur substantial storage costs.
An application receipt is not an approval. Use the granted approval and its conditions to control the shipment decision. An exporter’s promise that “other buyers imported this model” does not demonstrate your car’s route or entitlement.
ROVER and the RAV have different roles
ROVER manages applications and approvals. The Register of Approved Vehicles records vehicles meeting the relevant standards-law requirements for provision to the Australian market. A portal account does not place a car on the RAV.
| Proposed route | What to establish | Misleading assumption |
|---|---|---|
| Vehicle type approval | Exact approved type, applicant and vehicle conformity | Same badge means same approved China variant |
| Concessional RAV entry | Specific eligibility and required conditions | Any privately purchased new EV qualifies |
| Workshop-related route | Accepted vehicle eligibility and authorized work | A local workshop can approve every model |
| Personal relocation | Applicant and vehicle satisfy that route | Citizenship alone creates eligibility |
| Non-RAV purpose | Permitted purpose and use conditions | Exhibition or test approval allows normal retail road use |
The department’s RAV information should be read with the chosen approval route. Have a qualified specialist identify the current criteria for the exact case.
Match approval evidence to the actual configuration
Collect VIN when allocated, original model code, build date, steering position, technical specifications and market version. Ask what manufacturer compliance evidence can be obtained. A specification page for an Australian official-market car should not be applied to a different China-market configuration without accepted correspondence.
If a specialist vehicle or workshop route is proposed, check the applicable current eligibility and approval conditions. Presence on an eligible-model list, where relevant, does not by itself complete an individual vehicle’s work, verification or entry process.
Avoid offers that allow the exporter to substitute a different year, battery or powertrain without another review. Even a car under the same commercial name can fall outside the file that was assessed.
Include border and biosecurity requirements
ABF’s vehicle importing guidance is a separate part of the import planning. Customs declarations, taxes and any relevant inspection or prohibited-material issues should be addressed with the agent.
A technically approved car does not automatically bypass border requirements. For used stock, ask how cleaning, contamination risk and supporting records will be managed. Do not treat a general exporter condition report as proof that every Australian border obligation has been satisfied.
Budget until registration and customer readiness
Use a cost sheet with vehicle payment, freight, insurance, customs and tax, approval work, workshop costs where applicable, inspections, local transport and state or territory registration. Mark conditional costs separately so the buyer can see what remains unresolved.
As an invented comparison, a USD 2,000 cheaper vehicle loses its purchase advantage if its additional accepted approval and preparation work costs USD 3,000. That is a simple scenario, not an Australian modification quotation. Obtain real case-specific estimates before selecting the cheaper offer.
Verify operation independently
Check AC and DC ports, charging limits, account access and the written support arrangement. A China-market warranty does not automatically provide the official Australian distributor’s service. Ask who will diagnose a problem and whether parts, labour and freight are included.
Keep the initial shortlist to one or two configurations per model, no more than three. The configuration with a complete, accepted approval file is more useful than a long list of variants with unresolved admission.
Request an approval-ready Australia file
Review the Australia import guide with your specialist and agent. Send the confirmed route through our contact page and request original vehicle documents plus inspection evidence before finalizing the shipment.
