A vehicle can be new, clean and low-mileage while still being subject to a recall. Before export, the buyer should determine whether the exact VIN is affected and whether the required work has been completed. The recall announcement and the repair-completion record answer different questions.

China’s State Administration for Market Regulation Defective Product Recall Technical Center provides an official recall-scope query using the vehicle identification number. Its service guidance also explains how owners should contact the dealer or manufacturer when a recall applies. Use the official VIN query and read the consumer guidance.
Obtain the VIN before treating the result as vehicle evidence
Use the VIN on the physical vehicle and reconcile it with the registration or factory records. A search for a model name can reveal relevant announcements, but it does not establish that every car with that name is affected.
Retain the query date and original result. If allocation changes, repeat the review for the replacement vehicle. A screenshot for a different VIN should not be accepted merely because the production month and model look similar.
For a fleet, create one row per unit. It is easier to control a batch when the vehicle identity, campaign reference and completion status remain linked throughout inspection and shipment.
| Evidence | Question it answers | What it does not prove |
|---|---|---|
| Official VIN-scope result | Is the VIN identified within the available campaign scope? | That a required repair has been completed |
| Recall announcement | What defect, affected scope and remedy are described? | Condition of this individual car |
| Dealer or manufacturer repair record | What recall work was recorded against this VIN? | Every unrelated system is fault-free |
| Post-work inspection | Does the agreed functional check pass after the work? | A universal warranty or future reliability guarantee |
Read the campaign before deciding on the purchase
Identify the defect, possible consequences, affected production range and stated remedy. A software action, inspection, replacement component and use restriction can require different handling before shipment.
Ask the manufacturer or authorised service outlet to identify the current instructions for the exact campaign. If a use restriction is stated, it must be considered in storage, inspection and transport planning. Do not rely on a salesperson’s statement that “all brands have recalls” to resolve a vehicle-specific issue.
Where a campaign is recent or the query appears inconsistent with a known announcement, seek clarification using the VIN and campaign reference. An empty search result is not a comprehensive condition certificate. It cannot rule out unreported defects or prove that a car has no service history.
Obtain evidence of the actual remedy
Ask for a repair order or manufacturer confirmation identifying the VIN, campaign, work date and completed remedy. Where relevant, the supporting record can identify the replaced part or software revision. The amount of detail available depends on the manufacturer and service process.
Reconcile this record with the inspected car. A software version photograph can supplement the record, but should not automatically replace the manufacturer’s confirmation that the campaign action was completed.
Consider a hypothetical case: a car is in an affected production range, and the seller provides a general notice announcing a replacement part. The missing item is the evidence that this VIN received the replacement. The buyer’s order should require that evidence before the agreed release milestone.
Resolve the overseas support question separately
Completion in China can be simpler to document while the vehicle is close to the relevant service network. However, do not assume that every recall remedy can be performed before shipment or by any workshop. Establish who is authorised and capable to do the specific work.
For future support, ask who receives recall communications, whether the owner’s details can be updated, which destination workshop can perform work and how parts or software are supplied. A manufacturer’s China-market recall process should not be described as a guaranteed local overseas service arrangement without confirmation.
Keep responsibility for monitoring later announcements visible in a dealer’s handover process. The end customer should know how to report a safety concern and where to find the vehicle’s identity information.
Add recall evidence to the release decision
The inspection record should list relevant known campaigns, documentary status and any unresolved action. If the agreed action remains incomplete, the purchasing team can defer release, seek a documented remedy or choose another vehicle under the contract. An inspector should not invent an engineering workaround for a manufacturer’s recall.
Send the VIN or allocated vehicle details through our inspection enquiry. We can include recall-document reconciliation in the agreed inspection scope and connect it with the sourcing proposal.
