China’s 2027 Vehicle Export Applications: Checking the Exporter and Overseas Service Plan

An overseas dealership needs more than an attractive stock list. It needs to know which entity will export the vehicles and who will support them after arrival. China’s latest annual application notice provides a useful starting point for those questions, particularly when orders placed late in 2026 will be delivered in 2027.

The Ministry of Commerce issued 商办贸函〔2026〕404号 on 29 September 2026 and published it on 30 September. It concerns 2027 automobile and motorcycle export-licence eligibility applications. The online application system opened on 30 September 2026; provincial initial review and submission are due by 28 October. These are application milestones, not a promise that a particular supplier has already been approved. Read the official notice.

Match the application to the actual commercial arrangement

Start with the entities in the order. The company quoting the car, receiving payment, holding stock and acting as exporter may be different. An export plan should identify each role and explain how they connect through authorisation and contractual responsibility.

Annual eligibility, an individual shipment’s export licence and a used-car export route are distinct matters. This notice does not replace the separate requirements for exporting registered used vehicles. A seller should identify the regime applicable to your order rather than presenting one certificate as proof of every capability.

Request the relevant approval or current application evidence for the actual route. An application receipt demonstrates submission; it does not demonstrate the final decision. Where an order crosses calendar years, write down which year’s arrangement supports the expected export and what happens if approval or authorisation changes.

Read the service evidence as an operating plan

The notice calls for overseas outlet cooperation or ownership evidence, local business or repair credentials where applicable, and a description of vehicle and key-component repair capability. Supporting material includes outlet photographs, equipment records, technician qualifications or training records, and parts logistics evidence. Outlet-number requirements depend on the manufacturer category; the stated example is not a universal obligation for every trading company.

For a buyer, these records suggest useful questions that go beyond the label “after-sales available.”

Question Evidence worth requesting What it helps establish
Who accepts a failed vehicle? Named receiving workshop and support contact A service location the customer can actually reach
Which systems can it diagnose? Equipment and model-specific capability description Whether high-voltage and software faults can be handled
How are parts identified and supplied? VIN process and indicative logistics arrangement Whether a repair can progress beyond diagnosis
Who authorises repair spending? Warranty or service procedure Whether labour, transport and parts have an accountable payer
Does support cover our destination? Destination-specific agreement or confirmation Whether a distant outlet is relevant to your fleet

These are procurement checks derived from the published evidence categories. They are not a claim that any listed workshop has been inspected by Auto From China.

Test one repair on paper before ordering a fleet

Choose a plausible example: a charging fault after delivery. Ask the seller to describe the first diagnostic step, local contact, information required, escalation route and parts supply decision. Then repeat the exercise for a body part after a minor collision.

The two cases reveal different weaknesses. A charging fault may depend on software access and technical support. Collision repair may depend on identifying the exact production revision and finding a physical part. “We can supply parts” does not explain either process completely.

Record proposed response times as contractual commitments only when the supplier accepts them. A target is not an established performance record. Avoid assuming that a manufacturer’s China-market warranty automatically pays a workshop abroad.

Keep approval evidence and buyer protection separate

An eligible exporter can still offer a poorly specified car. Continue to verify the VIN, equipment, registration history, inspection and destination technical approval. Conversely, a detailed support proposal cannot substitute for a valid export route.

For modified vehicles, the notice has additional manufacturer and product-evidence requirements. An ordinary passenger-car buyer should question an unexpected claim that a minor “special vehicle” conversion resolves an export problem. Establish the actual approved product and destination acceptance before considering that route.

Request an accountable supply proposal

Use our Imports From China service or contact the sourcing team with the models, quantity, destination and intended delivery year. Ask for an identified export arrangement and a separate support scope, so price, documents and service responsibility can be assessed together.
