Import Electric Cars from China to Norway: 2026 VAT Threshold, Approval and Registration

Reviewed 9 October 2026. Scope: permanent passenger-car imports from China. Commercial distribution, personal imports and special relief must be assessed under their own rules.

Norway’s established EV market does not make every Chinese-market car straightforward to import. In 2026, the import-VAT threshold and registration documentation have changed. The buyer needs a Norwegian technical approval route, an accurate landed-cost assessment and a supported charging and service plan before shipment.

Background: assess the exact China-market specification

Start with the physical car, its manufacturer grade and its approval evidence. A model sold through a Norwegian distributor can differ from its Chinese-market counterpart in charging, lighting, software, battery specification or approval documentation. Similar names and bodywork do not establish that both versions share the same registration route.

Request the VIN, factory technical sheet, production date, battery identification, seating and mass data. Establish whether the car is new, previously registered abroad or previously registered in Norway. Those histories affect the documentary and inspection assessment.

Ask a Norwegian technical partner to review the actual documents before payment. Keep its findings with the allocated VIN, and make any required manufacturer evidence or modifications a condition of shipment. Do not allow a substituted grade to bypass the original review.

2026 import VAT: the threshold is NOK 300,000

Norwegian Customs’ current EV guidance sets a NOK 300,000 VAT-exempt threshold for qualifying vehicles. The excess is subject to 25% VAT. This covers qualifying new and used electric vehicles not previously registered in Norway; it should not be applied automatically to a hybrid with a combustion engine.

The Customs import guide includes purchase price, freight and insurance in the valuation. Its example uses a NOK 400,000 total value, producing NOK 100,000 of taxable excess. On that stated basis, the VAT is NOK 25,000. The calculation is not 25% of the full NOK 400,000, and the former NOK 500,000 threshold should not be used for a 2026 assessment.

Have the agent reconcile the invoice, transport charges, insurance and any applicable valuation adjustments. Identify the customs exchange rate and declaration date. Separately establish the VAT reporting arrangements for the importer; the published private-import process should not be copied into a business’s accounting without review.

Weight-based registration charges and other duties

EV treatment does not mean there are no registration-related charges. Customs identifies a weight component applying to passenger cars in tax group A, including electric vehicles. Use the Norwegian Tax Administration’s current calculator for the exact approval data and effective rates rather than copying the historic per-kilogram amount from an introductory page.

The Tax Administration also identifies scrap-deposit tax and tax on relevant refrigerants in a vehicle’s air-conditioning system. Its current page lists NOK 2,400 scrap deposit for cars. Refrigerant liability depends on the actual gas and quantity; a purely electric drivetrain does not answer that question.

Build a worksheet covering vehicle purchase, freight, insurance, import VAT, assessed registration charges, scrap deposit, any refrigerant tax, agent fees, local transport, inspection, modifications, plates and insurance. A heavy luxury EV should be compared on registered cost, not only its Chinese factory price.

For used stock, obtain a separate assessment of any applicable used-vehicle reductions. Show the approval data and the basis for a reduction instead of advertising a uniform discount for every previously registered car.

Technical approval and the changed 2026 paperwork

The Public Roads Administration recommends determining technical requirements before import. All imported vehicles must obtain approval before Norwegian registration. Its 2026 guidance also removes the requirement for the customs-issued NA-0221 registration card; the import declaration and the applicable ownership records remain important.

For a vehicle from outside the EU/EEA, the registration guidance requires ownership evidenced by a public document. Ask the receiving partner which Chinese originals and translations meet that requirement. A sales invoice and a seller-created certificate should not be assumed to satisfy every public-record requirement.

If a vehicle has an EU certificate of conformity, have the technical partner verify that it belongs to this exact VIN and version. If it lacks one, establish the individual-approval evidence, inspections and modifications required. Budget the route before transport is committed.

A separate rule effective from 1 January 2026 requires previously Norwegian-registered vehicles to be tested before re-registration. Identify a reimport correctly; it should not be handled as ordinary new Chinese stock.

A staged import, clearance and registration process

Plan the project in this order: document and technical pre-assessment; stock allocation and condition inspection; China export documentation; transport and any transit arrangements; Norwegian customs declaration and VAT handling; technical approval; settlement of assessed registration duties; insurance and registration.

Assign a receiving agent before sailing. If the shipment enters through another country, agree how customs transit and the destination clearance will be handled. The logistics quotation should specify who holds the transit responsibility, which terminal receives the vehicle and how it moves to the inspection site.

Maintain a VIN file containing contract, invoice, freight and insurance evidence, ownership history, factory specification, approval records, declaration, tax receipts and registration documents. Record the buyer, importer and intended owner consistently. Resolve spelling or VIN discrepancies before the vehicle reaches the Norwegian inspection appointment.

Have the local partner establish lawful movement using transport or applicable plates and insurance. Release from a port should not be treated as permission for unrestricted road use. Reserve realistic time for an inspection query or missing original document.

Continue planning your China EV import

Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Norway enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.

Comparing destinations? Read the separate guides for Switzerland, Ireland. Their tax and registration rules apply to those markets and must not be carried over to Norway.

Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.

Charging, winter operation and after-sales support

Check the actual AC and DC inlets, communications protocol and intended Norwegian charging equipment. Require photographs and a recorded charging test. A claimed adapter solution should be assessed for the vehicle and charger combination rather than accepted as universal compatibility.

Assess the battery’s thermal-management features, charging performance and cabin-heating requirements against the intended winter use. Compare laboratory range claims with the planned routes and charging windows. Identify local diagnostics, parts supply and warranty responsibility before purchase.

Check connected applications, accounts, maps and update support separately. Obtain a clear list of functions that operate locally and any region-dependent restrictions. Safety or driver-assistance claims should match the installed grade and its lawful local use.
