Import Electric Cars from China to Australia: ROVER, RAV and Taxes in 2026

Reviewed 9 October 2026. Scope: ordinary permanent imports of passenger vehicles from China. Special-purpose vehicles, temporary admission and personal-relocation relief require a separate assessment.

Australia offers an established market for electric vehicles, but an overseas model is not automatically eligible for Australian roads. A buyer must solve the approval route before shipment, then customs, biosecurity and state registration. The exact factory specification matters more than whether a similar model is sold locally.

Start with import approval, not a shipping booking

The Department of Infrastructure requires an import approval before a road vehicle is imported. Applications are managed through ROVER. Its current guidance allows up to 60 business days for assessment and decision; this is a planning allowance, not a guaranteed delivery date. Australian Border Force explicitly advises against arranging transport before the appropriate approval is issued.

Begin by sending the approval specialist the model, original grade, VIN when available, production date, steering position, seat count and vehicle category. Ask the specialist to identify the applicable route and the evidence it requires. Do not assume that private ownership, a low purchase price or the presence of an electric motor creates an exemption from approval.

Distinguish a vehicle type approval, concessional RAV entry approval and an approval that does not provide ordinary road registration. A commercial dealer’s distribution project may require a different route from a qualifying personal import. The selected route should be documented before the purchase becomes unconditional.

RAV entry and Australian road eligibility

The Register of Approved Vehicles is the public record of vehicles approved for provision to the Australian market under the Road Vehicle Standards Act. The department identifies type approval and concessional RAV entry pathways. RAV entry and a customs release are different results; state or territory registration and insurance must also be completed.

Ask how the exact vehicle will obtain its required record, who performs any compliance work and who supplies the evidence. A model name on an overseas website is not a VIN entry. For a batch, keep a schedule of approved variants and avoid substitutions in battery, wheels, seats or steering equipment without the approval holder’s assessment.

Use the intended state registration authority early in the project. Have it address the actual steering arrangement, category and documents. Obtain a written scope for workshop work and verification, including what happens if a car arrives with a different specification. Approval-related costs should be itemised separately from freight.

Customs policy: origin, GST and luxury car tax

ABF assesses duty from tariff classification and the customs value. China–Australia Free Trade Agreement treatment requires qualifying origin and the correct preference claim; loading a car at a Chinese port alone does not prove origin. Ask the broker to verify the actual tariff line, origin evidence and any concession before quoting a duty saving.

Import GST is 10% of the value of the taxable importation. ABF’s formula includes customs value, relevant international transport and insurance, and customs duty without double counting. Keep the invoice and freight documents consistent with the declared delivery term. Broker fees, port charges and local registration costs are additional budget items.

For 2026–27, ABF publishes a general luxury-car-tax threshold of A$80,809 and a fuel-efficient threshold of A$91,661. From 1 July 2025, the fuel-efficient definition uses no more than 3.5 litres per 100 kilometres under the applicable vehicle standards, subject to the stated transitional rule. Have the broker or tax adviser determine the car’s treatment and LCT calculation; an EV purchase is not a blanket LCT exemption.

A GST-registered business may have tax-accounting options, including approved deferral arrangements. Keep cash-flow timing separate from the final tax treatment. Do not price a private purchase using a dealer’s trading-stock treatment without establishing eligibility.

Biosecurity, asbestos and refrigerant evidence

ABF requires vehicles to be clean internally and externally before arrival and explains inspection by biosecurity officers. It also prohibits asbestos imports and may require evidence for vehicle components. Vehicles containing air-conditioning refrigerant can have licensing or reporting requirements; the refrigerant type and quantity need to be identified.

Make cleaning a documented export service, with photographs of the underbody, wheel arches, cabin and luggage areas after preparation. A clean showroom appearance does not establish that the underside is free of soil. Ask the receiving agent which documents and inspection arrangements apply to the shipment and its transit history.

Request component assurances that the Australian importer can actually use. A seller’s generic “export certificate” should not replace a requested asbestos statement, laboratory evidence or refrigerant record. Agree who pays for examination, treatment, storage and reinspection if border officers identify a problem. Put those costs into the contingency budget rather than hiding them inside an optimistic freight estimate.

Practical shipment and registration sequence

Use a controlled sequence: approval route and state requirements; issued import approval; confirmed stock and inspection; clean vehicle and compliance documents; transport booking; import declaration and applicable payments; border examinations; required compliance or RAV work; state registration and insurance. The exact compliance stage depends on the approval pathway.

Maintain a VIN-based file with the sales contract, invoice, ownership evidence, manufacturer specification, approval, origin evidence where claimed, bill of lading, cleaning and component documents, customs release and compliance results. The party names should match the importer and ownership arrangements. Translate technical records when the assessor or authority requires it.

Budget for the car, origin inspection and preparation, freight, marine insurance, duty, GST, possible LCT, port and broker charges, compliance work, inland transport, registration and insurance. Use at least one scenario in which inspection or workshop time adds storage. This is more useful than comparing two offers that stop at different points in the delivery chain.

Continue planning your China EV import

Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Australia enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.

Comparing destinations? Read the separate guides for New Zealand. Their tax and registration rules apply to those markets and must not be carried over to Australia.

Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.

EV operation and the purchase specification

Confirm the actual charging inlets and protocol, compatible local AC and DC equipment, battery identification and service access. Request a charging demonstration and an explanation of the supplied cable. Ask which connected functions require a Chinese account, subscription or mobile service. Overseas branding does not establish a transferable Australian warranty.

For a fleet, define charging windows and daily distance before choosing pack size. Have the local technical partner assess the planned charging equipment and maintenance arrangements. Use the original factory grade in the contract and photograph the allocated vehicle before shipment, including charge ports and relevant identification plates.

Request an Australia EV sourcing quotation →. Provide the selected model, quantity, destination port, issued approval route and local compliance contact. Auto From China can coordinate a vehicle specification, pre-shipment inspection and shipping scope matched to that project.
