Reviewed 9 October 2026. Madagascar’s current tariff gives new battery-electric passenger cars different fiscal treatment from used electric cars. A successful China purchase therefore begins with the vehicle’s legal new/used status, exact propulsion evidence and the local import procedure. This guide uses the July 2026 tariff and the Customs administration’s published instructions, rather than treating every electrified car as exempt.
Why new-versus-used status changes the purchase decision
A vehicle described commercially as unused or low-mileage needs supporting evidence that meets the destination’s classification rules. Ask for its factory certificate, production record, VIN, invoice and any prior registration history before comparing quotations. Record whether the offered unit has previously been registered, sold or put into use. Do not let a supplier’s convenient label determine an exemption claim.
For the operating plan, identify the final delivery location, route, passengers, luggage and charging site. Compare the actual China-market charging inlets with the equipment available to the owner. Request a practical charging demonstration and a battery-condition record. A car can offer an attractive factory range while still requiring a different charging installation or service arrangement from another vehicle in the same price band.
July 2026 tariff: new BEVs exempt, used BEVs 20% duty and 20% VAT
The July 2026 tariff after LFR 2026 lists passenger cars propelled only by an electric motor under 8703.80. 8703.80.10, new vehicles, shows exemption in the ordinary customs-duty and VAT columns. 8703.80.20, used vehicles, shows 20% customs duty and 20% VAT. The tariff’s associated note requires conformity evidence attesting new status for the marked new-vehicle subheadings.
Do not extend the new-BEV exemption automatically to plug-in hybrids. In the same current table, new and used passenger PHEV lines 8703.60 and 8703.70 show 20% duty and 20% VAT. Apply the current tariff and the competent authority’s decision for the actual powertrain. A previous article or broad reference to an electrified-vehicle incentive is not an assessment for your car.
These rates concern the stated passenger-car classifications. Electric buses, goods vehicles, motorcycles and specialist vehicles need their own lines and supporting evidence. Before purchasing, obtain a written classification and cost worksheet that identifies which specific car and importer the assessment covers. If delivery moves into a later fiscal period, update the assessment to the tariff applying at clearance.
SGS checks the vehicle; Customs decides its classification
Notice 082/2025 of 8 May 2025 establishes a documentary and physical-check procedure for relevant new electrified vehicles. An application through GasyNet MIDAC uses the purchase invoice and manufacturer technical certificate or sheet; documents in other languages require French or English translations. SGS Madagascar checks consistency between the submitted information and the vehicle. Its attestation does not itself determine whether the vehicle is electric or hybrid; that qualification belongs to Customs.
The notice provides for an advance-classification request through the DA module in Sydonia World, supported by the technical file and inspection evidence. The published SGS inspection fee is €50 excluding tax for vehicles with gross permissible weight up to 3,500 kg, and €80 above that. Confirm the current payable amount, booking and submission instructions with the representative. The resulting Customs decision supports the import declaration.
As a purchase control, reconcile the offered powertrain, pack, charging mode and VIN with the manufacturer’s documents before committing funds. Ask the agent where physical presentation will occur and how the classification process fits the order and shipment timetable. Keep the authority’s response and the final vehicle specification together. A proposed tax treatment should have an identifiable approval path, rather than a promise that the paperwork can be resolved after any car is shipped.
BSC and the customs representative
The Customs FAQ identifies the Bordereau de Suivi des Cargaisons (BSC) for cargo to Madagascar and an approved customs representative for clearance. Its described BSC opening process uses registered exporter/importer accounts, shipped goods and final documents, including invoice, transport document and export declaration. Prepare the responsible parties before loading, then complete the required record with the final shipment documents at the appropriate stage.
The FAQ also prohibits right-hand-drive and cut-up vehicles. Send the exact specification for review and confirm its road-registration eligibility separately from the fiscal decision. For a new-car file, the published list includes the invoice, import information form, provisional registration certificate or technical sheet, transport document and importer identification/address evidence. Have the representative specify the accepted company or individual file for your transaction.
Used electric cars: CIVIO and ownership history
Customs publishes a CIVIO identification procedure for used passenger vehicles in the stated categories, administered through GasyNet. The application includes the import information form, original registration document, transport record and relevant identity or company documents. Physical identification precedes the inspection report, declaration, payment and release process.
A used-car buyer should obtain the prior registration record, ownership trail, odometer photographs and battery inspection before shipping. Check whether the report describes the exact car offered, not another example of the model. Record any collision repair, underbody damage or charging fault and agree how it affects the purchase specification. Budget the used-car tax treatment instead of depending on later reclassification as new.
Build the cost worksheet around the assessed value
Customs’ published explanation uses CAF—cost, insurance and freight—converted into Ariary at the applicable declaration exchange rate. It describes ordinary duty as CAF multiplied by the tariff rate, and VAT as the applicable rate on CAF plus duty. It also identifies separate income-tax advances according to importer status and additional GasyNet, maritime, representative and storage costs. Ask which items and relief apply to your approved new-BEV transaction.
For illustration only, an ordinary used-BEV assessment on a CAF value of 100 units, with 20% duty and 20% VAT on value plus duty, gives 20 units duty and 24 units VAT. The 44-unit total excludes other charges and importer-specific items. Have the agent replace the illustration with the actual valuation and complete assessment before accepting a landed-price offer.
Separate China-side vehicle preparation, inspection, export documents, freight, insurance, local services, registration and final delivery. Identify the storage-free period and the party responsible for a delayed release. An exemption from two tax columns does not remove all handling and procedural costs.
Purchase, clearance and operational handover
- Define the vehicle: choose new or used status, propulsion, seats and charging requirements.
- Review eligibility: obtain the local representative’s document, steering and registration checklist.
- Plan classification: agree the SGS and Customs process for the actual specification and clearance date.
- Inspect in China: reconcile the VIN, condition, technical file and charging equipment with the order.
- Coordinate shipment: finalize the invoice, transport and export documents and the BSC responsibilities.
- Complete local handover: obtain inspection and customs-release evidence, settle applicable charges, then complete insurance and registration before normal road use.
Continue planning your China EV import
Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Madagascar enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.
Comparing destinations? Read the separate guides for Mauritius, South Africa. Their tax and registration rules apply to those markets and must not be carried over to Madagascar.
Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.
Request a Madagascar electric-car sourcing quotation
Send the preferred vehicle or size, quantity, new/used status, discharge port, final delivery location and your customs representative’s checklist. We can prepare a China-side configuration file, recorded inspection plan and itemized shipping quotation to support the classification and import work.
