Reviewed 9 October 2026. A China-market EV can be commercially attractive in the United Arab Emirates, but the import plan must establish vehicle conformity and registration acceptance as well as freight and tax. This guide uses Dubai’s published clearance and registration procedures. Other emirates have their own competent customs and traffic services; a Dubai workflow should not be presented as an identical nationwide application process.
Background: choose domestic registration or re-export first
State the final destination, importer and intended use before asking for a vehicle quotation. A car entering for UAE road registration needs a different project file from stock held for onward export. Ask the receiving agent which customs regime will be used, where release occurs and who closes any suspended movement. A free-zone address alone should not be accepted as proof that the eventual mainland import has no tax.
Record the exact factory grade, production date, new or previously registered condition, steering position and powertrain. Chinese domestic names and export-market names may differ. Give the conformity reviewer the manufacturer’s technical record rather than a loosely translated advertisement. A car described as nearly new still needs its actual ownership and registration history disclosed.
Dubai customs: vehicle duty and the documentary file
Dubai Customs separates motor vehicles from the household-personal-effects procedure on the same page. For new or used cars shipped by a carrier, it lists an original invoice, packing list, bill of lading and passport or Emirates ID. Customs assesses and inspects the car and charges 5% of its assessed value. Do not extend the page’s separate personal-effects duty relief to an EV simply because the owner is relocating.
Have the agent verify the applicable tariff line and valuation for the actual entry. Ask for an itemized assessment and the rule supporting any claimed exception. This review did not establish a universal UAE exemption for China-origin electric passenger cars. A promotion for electric mobility is not sufficient evidence of an import-tax exemption.
Keep the invoice, payment record, VIN schedule and transport description consistent. Provide ownership and export evidence accepted for the vehicle’s condition. Ask the agent to identify any additional attachments or permits requested by the declaration system. These supporting purchase controls supplement the published personal-import checklist; commercial consignments require their own importer and declaration review.
Import VAT: calculate the correct base
The FTA’s current VAT information displays the standard 5% rate. Its importers’ guide explains that import VAT is calculated on goods value inclusive of customs duty and applicable excise, and that non-registered importers settle applicable tax before clearance. The guide also distinguishes registered importers and customs-suspension scenarios. Its older screen instructions should be checked against the current EmaraTax and customs workflow.
For illustration only, if the accepted customs value is AED 100,000, duty is 5% and the VAT base consists only of that value plus duty, duty is AED 5,000 and VAT is AED 5,250. The combined illustration is AED 10,250 before other charges. This arithmetic is not a binding assessment, and different valuation elements or relief can change the result.
A business should have its tax adviser confirm importer identity, tax-registration linkage and any input-tax recovery conditions. Do not deduct import VAT from a landed-cost comparison merely because the buyer owns a business. Separate tax payment timing from the eventual recovery position and retain the declaration and supporting receipts.
Conformity review: new and used vehicles need the correct route
MoIAT publishes a product-status statement service for used imported vehicles to establish eligibility for traffic registration. The service requests a UAE ID copy and the unified vehicle identification number. That used-vehicle statement should not be substituted for the applicable conformity evidence for a new imported model.
Before buying, ask MoIAT and the intended registration service to identify the accepted route for the precise China-market configuration. Request the applicable certificate, model identification and any testing or documentation conditions. Where a reviewer rejects a specification, resolve that before shipment; a promise to make unspecified modifications after arrival is not an adequate acceptance plan.
Give the reviewer clear records of charging hardware, vehicle masses, seating and safety equipment. For used cars, add the registration history and condition evidence. Obtain a written answer that identifies the reviewed vehicle or configuration. Approval for a related international version should not be assumed to cover a different battery, powertrain or domestic grade.
After clearance: obtain the Vehicle Clearance Certificate
Dubai Customs states that its Vehicle Clearance Certificate is issued after the necessary import-clearance procedures and is mandatory for vehicles requiring UAE registration. The service provides application, fee payment and certificate issuance, and requires certificate cancellation if the underlying customs declaration is cancelled. Keep this record linked to the actual VIN and final declaration.
Agree who receives the certificate and checks its data. Carrier release, terminal collection, customs clearance and road registration are different milestones. Budget handling, storage and onward transport separately, and confirm how an unregistered vehicle can legally move to inspection. A paid freight invoice does not establish completion of any of those steps.
Dubai RTA registration: evidence and inspection
RTA’s service lists Emirates ID, electronic customs certificate and sale/purchase agreement for the relevant imported-vehicle applicant categories. Where Gulf conformity is not shown on the customs card, it requires the corresponding MoIAT conformity evidence. Its FAQ says imported or previously owned vehicles, and vehicles bought outside authorized dealers, require technical inspection. Right-hand-drive registration is excluded except for classical plates.
The published registration flow includes document submission, identity confirmation, inspection where needed, payment and collection or delivery of ownership and plates. Have RTA confirm the owner’s eligibility, insurance and applicable applicant category. Its authorized-dealer exemption for specified new cars should not automatically be applied to a direct China import.
EV purchase controls for UAE operating conditions
As a purchasing recommendation, inspect the battery enclosure, cooling system, cabin air conditioning and charge operation before export. Record the fitted AC/DC inlets and supplied cables. Have the intended local installer or charging operator verify the exact vehicle and charger combination, including communication and electrical requirements. A connector adapter by itself does not establish DC interoperability.
For a fleet, validate route energy and charging windows in the intended conditions before a large order. Confirm spare parts, diagnostic access and the overseas scope of software, connected functions and warranty. Ask the supplier to state which services will work at the UAE destination and who will handle a fault or recall.
Continue planning your China EV import
Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a United Arab Emirates enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.
Comparing destinations? Read the separate guides for Saudi Arabia, Qatar. Their tax and registration rules apply to those markets and must not be carried over to United Arab Emirates.
Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.
Request a defined China-to-UAE EV proposal
Send the grade, quantity, condition, intended emirate and conformity/registration route. We can prepare a vehicle proposal with inspection records and an itemized shipping scope for local approval and tax assessment. Request a UAE EV sourcing quotation →
