Import Electric Cars from China to Eswatini: 2026 Permits, Customs, Police Clearance and Registration

Reviewed 9 October 2026. An electric car ordered in China for use in Eswatini needs an approved import route, a customs assessment and a road-registration file. Treat these as separate milestones. A South African port or warehouse can be part of the journey without turning the transaction into the purchase of a locally cleared South African vehicle.

Background: establish the non-SACU route before buying

Identify the person or business that will import and own the vehicle, the ocean port, the onward carrier and the intended border crossing. The official Ministry trade portal describes a permit route for vehicles entering from outside SACU. Give the local agent the exact purchase and transit arrangement, including whether the car remains under customs control during its onward movement.

For an EV fleet, start with a depot operating plan. Record daily distances, parking time, charger access, servicing contacts and the number of vehicles required. This provides a better procurement basis than choosing a battery solely by an advertised laboratory range. A personal buyer should make the same checks at a smaller scale, including the ability to charge at the regular parking location.

Vehicle policy: permit, identity and used-car age

The government import-permit guidance requires a vehicle description including make, engine and chassis numbers. It states that a permit will not be approved for a motor vehicle more than fifteen years old. For a battery-electric vehicle, ask the authority how it wants the motor identifier recorded rather than inventing a combustion-engine number. Resolve any age calculation and approval conditions before accepting a used car.

The trade portal’s permit checklist includes a detailed invoice or pro forma showing the VIN, manufacture year and supplier information, a passport copy, tax clearance and the original export certificate. It also lists revenue stamps. Confirm the accepted electronic or original format and the current application requirements with ERS; the published checklist is the starting file, not a guarantee that every applicant uses an identical set of supporting records.

Have the registration team approve steering position, lighting, vehicle category and the offered China-market specification. Do this before payment and shipping. A familiar model badge cannot establish local acceptance of its steering layout or technical configuration. A proposal to modify steering or charging equipment should be reviewed by the relevant authority and qualified technical specialists before it becomes part of the purchase.

Customs and VAT: classify the actual powertrain

ERS explains that its tariff book contains normal customs duty, excise, ad valorem duty and additional trade-remedy schedules. Classification also affects import controls and rebate eligibility. A pure EV, plug-in hybrid and range extender should therefore have separate assessments. A vehicle advertised as electric but containing a combustion engine must be described accurately.

The Ministry trade portal states a 15% VAT rate in its non-SACU vehicle procedure. Its broad customs-duty range is not a BEV-specific tariff quotation. Ask ERS or the declarant for the exact tariff line, current normal duty, any applicable ad valorem charge and the statutory VAT base. This guide does not establish a blanket zero-duty or VAT exemption for China-origin EVs.

Quotation component Evidence to request
Vehicle customs value Accepted price, freight and insurance records with the agreed valuation basis.
Duty and other schedules Actual tariff classification, current rates and any claimed rebate authority.
VAT Applicable rate and calculation base on the same assessment.
Transit and clearance services Separate carrier, storage and agent quotations with their validity.
Registration and inspection Current local appointments, required documents and fees.

Arrival sequence and police clearance

The official portal describes customs declaration at entry and reporting the vehicle’s arrival within two days to the regional customs office in Matsapha, followed by validation of the transit record. Confirm that reporting arrangement and office instructions for the actual shipment with ERS before the carrier departs. Appoint a responsible person who can receive and act on the arrival notice.

The same procedure describes weighing and roadworthiness testing, a police inspection and an Interpol-system check. The RSP200 record is used for registration after clearance. The portal specifically distinguishes this registration document from a document required to import the vehicle. Its clearance file lists the invoice, bill of lading, bill of entry, import permit and exit note.

Keep an arrival checklist with the carrier reference and each VIN. Define who collects the release documents and who takes the vehicle to the testing and police appointments. Do not arrange regular road use merely because the car has reached the country; complete the appropriate registration and insurance steps first.

EV inspection, charging and service planning

Require an inspection of the allocated vehicle in China, with photographs of both charging inlets, warning displays, underbody and supplied cables. For a used EV, include battery-enclosure condition, evidence of water exposure or repairs, diagnostic results and an observed charge session. Define the inspection method and rejection criteria in the purchase agreement.

Have a qualified installer approve the parking-site electrical supply and charger. Verify connector and charging communication compatibility against the actual vehicle; a physical adapter alone does not establish a working DC session. For a fleet, assess simultaneous demand, recovery after an outage and a practical backup arrangement before finalizing vehicle quantities.

Confirm diagnosis, parts ordering and access to the required software. Domestic subscriptions, assistance functions and warranty statements should be checked for the destination rather than presumed to follow the vehicle overseas. Budget maintenance and downtime alongside the customs estimate.

Continue planning your China EV import

Return to the country import-guide directory to keep the destination rules beside your vehicle shortlist. For a Eswatini enquiry, compare available model families and record the exact factory steering layout, powertrain, charging interface and approval evidence before choosing a grade.

Comparing destinations? Read the separate guides for South Africa, Lesotho. Their tax and registration rules apply to those markets and must not be carried over to Eswatini.

Use our China import service overview to define who handles sourcing and documents, and the EV charging checks to prepare the operating specification. Send that specification with the destination and quantity in your enquiry.

Request an Eswatini-specific export proposal

Send the model, original factory grade, new or used condition, quantity and proposed route. We can prepare a vehicle specification with pre-shipment inspection and an itemized shipping scope for your ERS and registration review. Ask your local team to approve admission and the assessment before committing. Request a China-to-Eswatini EV quotation →
